Job summary

PA seeks a Strategic Development Lead to advance Sheffield City Council’s Home First: Technology Enabled Care partnership. The role drives digital, preventative care initiatives across adult social care, linking strategy to practical pathways and measurable benefits.

You will engage practitioners and partners to embed new TEC pathways, monitor outcomes, and manage change across complex collaborations, enabling safer, more independent community living.

Qualifications

• Experience delivering TEC transformation or service improvement programmes.
• Good understanding of Technology Enabled Care and digital tools.
• Strong programme and project management skills across multi-workstreams.
• Experience embedding new ways of working with frontline practitioners.
• Excellent stakeholder engagement and communication abilities.

Responsibilities

• Support mobilisation and implementation of Sheffield partnership ensuring alignment with adult social care practice and outcomes.
• Coordinate delivery across mobilisation, service redesign, workforce engagement, digital development and governance.
• Lead programme plans, milestones, risks, dependencies and actions linked to resident outcomes.
• Embed TEC-first approaches across assessment, reablement, discharge, and ongoing care planning.
• Identify where care technology can improve independence, safety, and community connection.
• Engage with practitioners, teams and managers so new pathways and referrals are understood and used.
• Build trusted relationships with adult social care teams to embed TEL in daily practice.
• Collaborate with Sheffield City Council, providers, health, housing, and community partners for integrated delivery.
