Job summary

PA Consulting in Sheffield is seeking a Strategic Development Lead to drive the Home First: Technology Enabled Care partnership, moving from traditional telecare to a digital, outcomes‑led care model embedded across adult social care.

You will work with Sheffield City Council, health, housing and community partners to translate strategic aims into practical pathways, referral routes and measurable benefits.

Qualifications

  • Experience delivering complex TEC transformation or service improvement programmes in adult social care, health, local government or related care settings.
  • Good understanding of Technology Enabled Care, digital tools, remote monitoring or technology‑led prevention.
  • Strong programme and project management skills, with the ability to coordinate multiple workstreams, partners, milestones and dependencies.
  • Experience of supporting organisational change and embedding new ways of working with frontline practitioners and operational teams.
  • Skilled at building trusted relationships with ASC team managers, social care practitioners, providers, partners, residents, families and carers.
  • Excellent stakeholder engagement, facilitation and communication skills, with the confidence to run workshops, briefings and practice‑focused sessions.
  • Ability to translate strategic objectives into practical delivery plans, pathway changes, referral processes, training activity and measurable benefits.
  • Strong analytical, organisational and problem‑solving capabilities, including the ability to use data and insight to understand adoption, outcomes and operational impact.
  • Collaborative, proactive and resilient, with the ability to work in a complex partnership environment where social care, health, housing and provider priorities need to align.

Responsibilities

We are looking for a Strategic Development Lead to play an important role in the day-to-day delivery of PA’s strategic partnership with Sheffield City Council’s Home First: Technology Enabled Care service. The role will help Sheffield move from a more traditional telecare offer towards a modern, digital, preventative and outcomes-led model of care technology, embedded across adult social care rather than sitting as a separate service.

Working closely with Sheffield City Council, operational partners, practitioners, providers, health, housing and community stakeholders, the successful candidate will help make technology a routine part of assessment, reablement, support planning, hospital discharge, long-term care and community-based support. The focus is on changing practice so that technology helps people progress towards and live independently, stay safe, remain connected and exercise more choice and control over their lives.

This is a highly visible role requiring strong programme and project delivery skills, stakeholder engagement and change management experience, combined with practical understanding of adult social care and TEL. The successful candidate will be comfortable working across strategic and operational levels, helping social care teams translate Sheffield’s ambitions into practical pathways, referral routes, workforce confidence, measurable benefits and better outcomes for residents, families and carers.

Job Description
Key Responsibilities
  • Support the mobilisation and implementation of Sheffield’s Home First - Technology Enabled Care partnership, ensuring activity is rooted in adult social care practice, local priorities and agreed outcomes.
  • Coordinate delivery across workstreams covering mobilisation, service redesign, workforce engagement, digital development, pathway adoption, benefits and partnership governance.
  • Lead delivery of the programme plans, milestones, risks, dependencies and actions, with a clear link between delivery activity and outcomes for Sheffield residents.
  • Help embed a TEC-first approach across adult social care assessment, reablement, support planning, hospital discharge, ongoing care reviews and prevention work.
  • Support social care teams to identify where care technology can improve independence, safety, confidence, wellbeing, carer reassurance and community connection.
  • Lead and support engagement with practitioners, operational teams and managers so that new pathways, tools and referral routes are understood and used in everyday practice.
  • Build strong, trusted relationships with Sheffield’s Adult Social Care teams, including frontline practitioners, operational managers and service leaders, so TEL is understood, adopted and embedded in day-to-day practice.
  • Work collaboratively with Sheffield City Council, providers, health, housing, voluntary sector and community partners to support integrated delivery across the wider care and support system.
  • Monitor progress, performance and benefits, including adoption, referral flow, resident outcomes, practitioner confidence and contribution to prevention and demand management.
  • Identify and address barriers to adoption, including cultural resistance, process issues, digital confidence, operational constraints and gaps in awareness or capability.
  • Support tests of change and innovation that broaden care technology beyond traditional alarms, including proactive, preventative and person‑centred models of support.
