Job summary

PA Consulting seeks a Strategic Development Lead to drive the Technology Enabled Care strategy with Sheffield City Council, shaping a digital, prevention-focused care model across adult social care.

The role collaborates with partners to translate strategic objectives into practical delivery plans, supporting implementation, governance and measurable benefits for residents and carers.

Qualifications

• Experience delivering complex TEC transformation or service improvement programmes in adult social care, health, local government or related care settings.
• Strong understanding of Technology Enabled Care, digital tools, remote monitoring or technology-led prevention.
• Excellent stakeholder engagement, facilitation and communication skills with the confidence to run workshops and training sessions.

Responsibilities

• Support mobilisation and implementation of Sheffield’s Home First - Technology Enabled Care partnership with practice-based alignment to adult social care priorities and outcomes.
• Coordinate delivery across mobilisation, service redesign, workforce engagement, digital development and pathway adoption.
• Lead programme plans, milestones, risks, dependencies and actions with clear links to resident outcomes.
• Embed a TEC-first approach across assessment, reablement, hospital discharge, ongoing care reviews and prevention work.
• Identify opportunities where care technology can improve independence, safety and community connection.
• Build trusted relationships with ASC teams, managers and service leaders to ensure TEL is understood and embedded in day-to-day practice.
