Job summary

Wychavon District Council in Worcestershire is seeking a Treasury & Capital Senior Finance Officer to lead treasury management, capital budgeting and reporting. You will work with the Principal Accountant to monitor budgets, capital programmes and capital accounts closures, plus advise across the authority and liaise with auditors.

The role requires at least AAT Level 4 or part-qualified status, strong Excel skills and substantial experience in treasury, budgeting and financial systems.

Qualifications

• AAT Level 4 qualification or part-qualified as an accountant.
• Experience in finance roles with budget prep, monitoring and year-end accounts.
• Strong Excel skills and confidence with financial systems.
• Ability to analyse financial information and communicate clearly.
• Ability to work independently, manage priorities and meet deadlines.
• Collaborative, flexible and solution-focused approach.

Responsibilities

• Manage treasury and cash flow operations daily.
• Prepare and monitor budgets and five-year capital programme.
• Support capital accounts closure and related government returns.
• Provide financial advice across the Council and liaise with auditors.
• Monitor cash balances and arrange investments per approved policies.
• Assist VAT requirements.
