Job summary

Steve Ball Recruitment Ltd. is looking for an experienced Proposals Manager to lead the development and delivery of high-quality bids across Rail, Highways, Energy and Nuclear.

You’ll manage the full bid lifecycle, coordinating technical, commercial and operational teams to produce compliant submissions that help the business win new work. This hybrid role allows up to four days at home with the office day every Tuesday, offering a clear path to influence bid strategy and process improvements.

Qualifications

• Manage bids from initial opportunity assessment through to final submission.
• Three+ years bid or proposals management experience in infrastructure.
• Experience in Rail, Highways, Energy or Nuclear.
• Excellent technical writing, editing and organisational skills.
• Proven ability to manage multiple bids and work with senior stakeholders.
• Strong understanding of tender processes and compliance requirements.
• APMP qualification desirable.

Responsibilities

• Manage bids from initial opportunity assessment through to final submission.
• Write, edit and review high-quality technical and commercial proposals.
• Analyse tender documentation and ensure submissions meet client requirements.
• Develop bid strategies and win themes with internal stakeholders.
• Coordinate technical experts and manage deadlines across multiple bids.
• Support post-submission activities, including clarifications and feedback.
• Identify opportunities to improve bid quality and processes.
