Job summary

Ofcom is seeking a Senior People Partner on a 12-month fixed-term contract to support 1–2 Groups in the People, Culture & Workplace (PC&W) team. You will partner with Group Directors, shape and deliver People Plans, and drive organisation design and workforce strategies.

This role requires strong coaching, cross-functional collaboration and change-management capabilities across the UK regulator environment.

Qualifications

• Partnered at a Senior Executive level on people initiatives across the colleague lifecycle.
• Proven track record of creating, shaping and executing People Plans.
• High levels of commercial acumen and using data to influence decisions.
• Excellent interpersonal and stakeholder management across all levels.
• Experience collaborating with CoEs and engaging in contracting conversations.
• Proactive in resolving issues and enabling business readiness.
• Able to influence senior stakeholders and coach Directors on people issues.
• Confident in horizon scanning and communicating broader impacts of decisions.

Responsibilities

• Be an active partner to Group Directors, aligning people strategies with organisational goals.
• Lead end-to-end organisation design for flexible career mobility.
• Develop and deliver People Plans across client areas; share insights with CoEs.
• Coach Group Directors and leadership teams on effective leadership styles.
• Prioritise work and manage stakeholder expectations within PC&W programmes.
• Identify barriers to effectiveness and implement strategies to remove them.
• Collaborate with PC&W CoE teams to improve people strategies and risk mitigation.
• Ensure key processes like workforce planning, talent management and pay review run smoothly across groups.
