Job summary

West Midlands Combined Authority is seeking an Organisation Design and Transformation Practitioner to lead complex reviews and shape operating models. You will work with Executive Directors and senior leaders to scope, design and implement evidence-led options across the organisation.

The role requires deep expertise in organisation design, governance and transformation within complex environments, with a strong focus on neutral, high-quality advice and delivery in a 12-month fixed-term

Qualifications

• Significant experience leading complex organisation design reviews with Director or Executive-level sponsors, from diagnostic through to option development and implementation planning.
• Experience operating model and organisation design programmes within complex organisations, including transformation at functional, business unit or enterprise level.
• Strong stakeholder management, consulting and influencing skills, with experience coaching and advising senior leaders through complex organisational change.
• Knowledge of Organisation Design, Organisation Development and Transformation methodologies, frameworks and diagnostic approaches.
• Experience designing organisational structures, systems and operating models using evidence to support clear, practical recommendations.
• Strong facilitation, analytical and problem-solving skills, with the ability to interpret HR, financial, performance and operational information and communicate findings clearly to senior stakeholders.
• Knowledge of HR legislation, public sector governance and professional standards.
• Organisation Design qualification or equivalent demonstrable professional expertise.
• Evidence of continuing professional development in Organisation Design

Responsibilities

• Lead organisation design reviews from initiation through diagnostics, option design and implementation planning.
• Work with Executive Directors and senior leaders to scope, contract and lead reviews with professional neutrality.
• Design and facilitate organisation design sprints and workshops to define challenges and governance needs.
• Develop evidence-led design and operating model options against principles, affordability and risk.
• Build trust with senior stakeholders and manage conflicting priorities for robust decision-making.
• Ensure governance and risk management standards are met in design activities.
• Coach leaders to build organisation design capability and use of the framework and tools.
• Deliver Change Assessments and advise on managing change impacts and employee experience.
• Manage multiple concurrent reviews balancing pace, quality and risk.
• Drive continuous improvement across processes, tools and ways of working.
