Job summary

Walsall Council is seeking an experienced highway engineer to lead on Section 38 and Section 278 highway agreements for new developments. The role focuses on delivering developer-funded highway works, coordinating with developers, consultants and internal teams to ensure designs meet Council standards and are delivered on time.

You will review planning applications, assess transport statements and travel plans, and provide specialist advice on highway design and sustainable transport.

Qualifications

• Experience in highway design, development management and the delivery of highway schemes.
• Experience with highway agreements (Section 38/278) and related matters.
• Ability to work with developers, consultants and internal teams.

Responsibilities

• Provide day-to-day advice on highway and development constraints and opportunities.
• Prepare, negotiate and administer Section 38/278 highway agreements with Legal Services.
• Provide cost estimates for highway works associated with development proposals.
• Negotiate with developers to maximise contributions for highway infrastructure.
• Review planning applications and assess Transport Assessments, Statements and layouts.
• Appraise technical information: junction capacity, transport modelling, road safety audits.
