Job summary

Swindon Borough Council is seeking a Senior Specialist to lead the Highways Agreements team. You will oversee the highway engineering assessment and approval for new highways and alterations, and negotiate complex Section 38 and 278 agreements to ensure safe, sustainable, quality delivery.

You will manage complex highway projects, act as a technical advisor, and develop junior colleagues while driving improvements in governance. Travel across the Borough for site visits is required.

Responsibilities

• Lead the technical highway engineering assessment and approval process for new highways and alterations.
• Negotiate Section 38 and Section 278 agreements.
• Manage delivery of complex highway projects and their adoption as maintainable at public expense.
• Act as a trusted technical advisor to internal teams and external partners.
• Develop junior colleagues and drive continuous improvement in highway agreements processes.
• Travel across the Borough for site visits and meetings.
