Job summary

Hertfordshire County Council is seeking an experienced Data and Performance Quality Manager to lead regional performance reporting across the Eastern Region, using data and insight to improve outcomes for children in care.

You will develop dashboards (Power BI), analyse multi-authority data, report KPIs, and support senior leaders with evidence-based performance insights while operating remotely with occasional travel across the East of England.

Qualifications

• Significant experience of data analysis, performance management and reporting within children's services or a related public sector environment.
• Strong analytical skills, with experience of working with large and complex datasets from multiple organisations.
• Experience of developing dashboards and performance reporting tools, ideally using Power BI.
• Ability to communicate complex findings clearly to a range of audiences, including senior leaders and non-technical stakeholders.
• Experience of supporting service improvement through evidence-based challenge and performance insight.
• Understanding of the political and operational environment across local government and children's services.
• Collaborative approach with ability to influence change across partner organisations.

Responsibilities

• developing and managing regional performance reporting and dashboards, including the Foster East Power BI dashboard and Regional Placement Sufficiency Dashboards
• analysing complex data from multiple local authorities to identify trends, risks and opportunities for improvement
• leading the collation and analysis of Key Performance Indicators (KPIs) provided by Regional Framework Providers to assess performance, identify trends, and ensure compliance with framework requirements.
• supporting senior leaders and partners to use data and insight to inform strategic decision‑making
• interpreting national policy and performance requirements to drive service improvement and consistency across the region
• presenting analysis and recommendations to senior stakeholders, including Directors of Children's Services
• providing training, mentoring and support to colleagues to build confidence and capability in the use of data and performance information
• You will act as a trusted source of expertise, helping to establish shared measures of success, track progress against regional priorities and support improvement activity across children's services.
