Elan Homes Holdings Limited is seeking an Estates Completion Manager to join our Technical team. Based in the South West region with a work-from-home setup, you will coordinate the handover of legacy infrastructure and manage relationships with local authorities and management companies.

You will oversee snagging, final certifications, and adoption agreements, travel when required, and report progress to senior leadership while ensuring deadlines and financial liabilities are controlled.

Qualifications

• Minimum 3–5 years in property development, estate management, asset handover, or local authority adoptions.
• Based in South West England with contacts across regional authorities.
• Valid driver’s license for regional travel.

Responsibilities

• Manage the handover of completed developments, roads, sewers, and open spaces to authorities or management companies.
• Coordinate final snagging inspections and track defects to ensure resolutions.
• Lead negotiations with local authorities and utilities to secure formal adoption of infrastructure.
• Manage legal agreements (e.g., Section 38/104/278) from submission to release.
• Liaise with external solicitors to resolve boundary, easement, or covenant issues delaying handovers.
• Monitor and release financial bonds and retentions after statutory sign-off.
• Act as central contact between Elan, contractors, authorities and management companies.
• Provide progress updates to senior leadership on legal hurdles, timelines, and liabilities.
