Job description

Downing is a family-owned, award-winning developer, owner, and operator of bespoke, luxury student accommodation, residential, and commercial properties across the UK. Operating for over 30 years, we currently have 14 operational student accommodation schemes in 10 major cities, with £1.6bn worth of developments in the pipeline.

We have an exciting opportunity for a Pre-Construction & Technical Manager to join our team. This role can be based at our Head Office in Liverpool City Centre or on-site in Manchester.

You will be responsible for managing the design process from pre-construction through to project completion, ensuring design solutions meet client requirements, budget constraints, and project timelines. You will collaborate closely with internal teams, clients, architects, consultants, and subcontractors to ensure seamless design coordination and successful project outcomes.

Key Responsibilities:
  1. Pre-Construction Involvement: Work closely with the design team, providing technical advice to ensure design proposals align with project specifications and budgets.
  2. Value Engineering: Identify and implement opportunities to optimise design solutions without compromising quality.
  3. Regulatory and Legal Compliance: Ensure all design solutions comply with statutory and regulatory requirements, including building regulations, planning permissions, sustainability targets, and legal standards such as the Building Safety Act (BSA) and industry regulations.
  4. Risk Management: Proactively identify and mitigate design-related risks early in the project lifecycle.
  5. Programme Management: Develop and advance the design programme, ensuring timely completion of all design activities in line with project milestones.
  6. Design Coordination: Manage the design process, coordinating with architects, consultants, and subcontractors for timely delivery of design information.
  7. Design Review: Regularly review and approve design documents to meet client expectations, building regulations, and quality standards.
Person Specification:
  • Proven experience as a Pre-Construction or Technical Manager within the construction industry, preferably with residential high-rise or re-cladding projects.
  • Strong technical knowledge of building regulations, construction methodologies, and design processes, including building regulations, BSA legislation, BS documents, and statutory procedures.
  • Experience managing the design process from tender to project completion.
  • Strong problem-solving skills to manage and mitigate design risks.
  • Excellent communication and stakeholder management skills for effective collaboration with architects, consultants, clients, and subcontractors.
  • Enjoys a process-driven role.
  • Knowledge of BIM processes and software is desirable.
