Job summary

JLL in London is seeking an experienced Project Delivery Manager to join the EMEA Small Works Program within Engineering. This role provides governance oversight to FM teams delivering Tier 2 projects, with a focus on compliance, budget discipline, and practical guidance to ensure safe, cost-effective outcomes.

You will collaborate with cross-functional teams, support procurement, and coach local FM colleagues on Small Works tools and templates.

Qualifications

• Degree in Construction Management, Building Services Engineering, Facilities Management, or related discipline (or equivalent experience).
• Minimum 3–5 years’ experience in construction project management, building refurbishment, or facilities management — with demonstrable experience in governance, compliance oversight, or program support functions.
• Experience supporting or enabling operational teams in the delivery of projects (not solely direct delivery).
• Understanding of building systems including HVAC, electrical, plumbing, and building fabric.
• Knowledge of building regulations, EHS requirements, and compliance frameworks across multiple jurisdictions.
• Familiarity with CDM regulations and construction health and safety practices.
• Experience with procurement processes, contractor management, and cost control.
• Experience operating within a structured program or portfolio environment.

Responsibilities

• Provide governance oversight to FM teams delivering Tier 2 projects, ensuring alignment with the Small Works framework and CAPEX governance processes.
• Support triage to categorize projects correctly within tiered model and ensure adequate resourcing.
• Ensure EHS, regulatory, and client standards compliance across multiple jurisdictions.
• Act as SME resource for FM teams on methodology, sequencing, risk management, and technical approach.
• Provide procurement guidance to FM teams, ensuring competitive quotations and frugal delivery.
• Coordinate SME input for specialist knowledge (mechanical, electrical, building fabric, sustainability).
• Coach FM teams on Small Works tools, templates, and governance standards for Tier 1 delivery.
• Escalate project challenges, scope changes, or compliance queries as needed.
• Maintain project trackers and promote standardised templates, tools, and reporting.
