Job summary

Government Commercial Agency (GCA) is seeking an Organisational Lead (Inside IR35) for a hybrid contract running to 31/03/2027, with 2 days in the office per week in Liverpool/Birmingham. The role leads end-to-end Organisation Design and TOM delivery, translating diagnostics into implementable designs.

You will assess structures, model future organisations, and run multiple OD workstreams with HR partners and business leaders, delivering governance packs and roadmaps for senior approval.

Qualifications

• Proven delivery of organisation-wide OD programmes, ideally within the Civil Service.
• Hands-on Organisation Design practitioner with strong practical delivery experience.
• Excellent senior stakeholder management, influencing and challenging confidently at leadership level.
• Strong knowledge of Civil Service OD methodologies and design principles.
• Proven experience of Target Operating Model and organisational design across multiple functions.
• Strong analytical skills, translating workforce and financial data into design decisions.
• Highly collaborative, resilient and delivery-focused self-starter.

Responsibilities

• Lead end-to-end Organisation Design and TOM delivery from diagnostics to implementation.
• Assess current structures, spans, layers and workforce capacity to identify gaps.
• Design and model future organisational structures, roles, grades and reporting lines.
• Lead multiple OD workstreams with SMEs, HRBPs and business leaders.
• Facilitate key design decisions and translate outcomes into practical designs.
• Turn TOM requirements into actionable delivery plans aligned to needs.
• Develop transition roadmaps with milestones, dependencies, RACIs and impacts.
• Identify new or changed roles, ensuring readiness for HR and Change.
• Prepare and facilitate senior leadership workshops and gain buy-in.
• Produce executive packs and governance materials for approvals.
• Collaborate with TOM delivery partner to drive implementation.
