Job summary

East Suffolk Council in Lowestoft is seeking a Finance Business Partner - HRA to lead the annual revenue and capital budget for the Housing Revenue Account and oversee the year-end statement in line with statutory requirements.

You will advise Service Managers and Councillors, manage allocated service budgets, and ensure compliance with financial legislation. The role supports a flexible mix of home and office working within the council.

Qualifications

Experience in Finance Business Partnering within HRA or Housing.
Experience supervising staff to deliver accounting services.
Advanced Excel including pivot tables and financial modelling.
Knowledge of accounting principles, investment appraisal and budgetary control.
Experience in financial management and planning.
Experience delivering services in a changing environment.
Qualified in CIMA, ACA, ACCA or CIPFA (desirable).
Local government experience preferred.
Availability to attend occasional evening meetings.

Responsibilities

Lead on the production of the annual revenue and capital budget for HRA.
Prepare the HRA year-end statement and statutory returns.
Provide financial advice to Service Managers, Senior Management and Councillors.
Ensure compliance with financial legislation and policies.
Collaborate to deliver the service in a professional manner.
