Job summary

South Norfolk and Broadland District Council in Norwich seeks an experienced Housing Standards Systems Manager to lead the technical, systems and digital operations underpinning Housing Standards services.

This role combines systems ownership, data governance, performance analytics and digital service development with line management and operational oversight, ensuring compliance and continuous improvement for residents.

  • Act as the systems owner and technical lead for Housing Standards and Warm Homes, including IDOX administration, system configuration and data structures.
  • Lead data management, analytics and performance reporting to support decision-making.
  • Drive digital transformation and service improvement through system development and change programmes.
  • Provide operational and people management to a small team and oversee caseload support.
  • Support financial and programme performance through robust data reporting and analysis.
  • Lead FOI, DSAR and DELTA returns ensuring compliance and timely submission.
  • Train staff and collaborate with internal teams and external partners to deliver streamlined digital services.

We are seeking an experienced Housing Standards SystemsManager to lead the technical, systems and digital operational infrastructure that underpins the delivery of Housing Standards services.

Working as part of the Council’s early help approach, this role plays a critical function in ensuring that Housing Standards and Warm Homes services aredetailed, digitally enabled, compliant andperformance driven, supporting residents to live independently and thrive.

This role has a strongtechnicaland systems focus, combining systems ownership, data governance, performance analytics and digital service development with line management and operational oversight. You will act as the technical authority and systems lead for Housing Standards services, ensuring that systems,dataand workflows enable efficient service delivery, statutorycomplianceand continuous improvement.

Key Responsibilities
  • Act as the systems owner and technical lead for Housing Standards and Warm Homes, including IDOX administration, system configuration, data structures, workflowsand continuous improvement.
  • Lead data management,analyticsand performance reporting, deliveringhighqualityinsight,dashboardsand statutory returns to support operational,strategicand corporatedecisionmaking.
  • Drive digital transformation and service improvement, leading system development, change programmes and implementation of new or enhanced digital solutions.
  • Provide operational and people managementof a small team, ensuring systems and processes effectively support caseload management.
  • Support financial and programme performance, including the Disabled Facilities Grant budget and countywide IHAT programme, through robust data reporting and analysis.
  • Act as lead for FOI, DSAR and Government DELTA returns, ensuring compliance, dataaccuracyandtimelysubmission.
  • Build organisational capability by training staff, leading system inductions and working collaboratively with internal teams and external partners to deliver streamlined,customer focuseddigital services.
About You

With a strong background in technical systems, together with knowledge and experience in system and process improvement techniques, you will haveexperience inleading transformation programmes to deliver improved benefits.

You will have sound knowledge of Housing Standards Legislation, together withpreviousmanagement or supervisory responsibility. You will be experienced infinancial managementofservices andpossessdemonstrable analytical skills to deliver service improvement.
