Job summary

Carbon60 is recruiting a Housing Officer on-site in the United Kingdom to manage a varied caseload focusing on anti-social behaviour, tenancy enforcement and safeguarding. The role involves legal tools usage, court involvement, tenancy visits and estate inspections, with a strong emphasis on balancing resident support with proportionate enforcement.

Qualifications

• Strong knowledge of housing and tenancy management and relevant statutory responsibilities.
• Understanding of ASB and housing legislation, including key acts.
• Experience preparing evidence, witness statements and legal reports.
• Ability to assess risks and safeguard vulnerable residents.
• Capacity to manage disputes and balance support with enforcement.
• Excellent written and verbal communication for sensitive inquiries.
• Ability to collaborate with police, social services and legal teams.
• Analytical skills for investigations and accurate record-keeping.
• Ability to work independently on complex caseloads, including home visits.
• Competence with Microsoft Office and housing systems; knowledge of risk assessments and data protection.

Responsibilities

• Manage complex ASB cases involving council tenants, leaseholders and freeholders.
• Support victims and witnesses through risk assessments and safety planning.
• Coordinate multi-disciplinary meetings with internal and external agencies.
• Enforce tenancy agreements using appropriate legal tools and actions.
• Prepare witness statements, legal reports and supporting evidence; attend court.
• Conduct tenancy visits and estate inspections; address breaches and disputes.
• Identify safeguarding risks for vulnerable residents and implement protections.
• Coordinate emergency accommodation and relocations when needed.
• Investigate complaints and maintain accurate housing records.
• Develop improved working practices and ensure compliance with health and safety policies.
