Job summary

Brighton & Hove City Council is seeking a Housing Officer to manage a varied caseload focusing on complex ASB, tenancy enforcement, safeguarding and vulnerable residents. You will investigate complaints, assess risks, support victims and work with partner agencies to achieve outcomes.

This role is based on site in Whitehawk and runs 37 hours per week, Monday to Friday, with responsibilities for tenancy management, estate inspections and ensuring safe, fair service delivery.

Qualifications

• Strong knowledge of housing and tenancy management and relevant legislation.
• Experience with ASB, tenancy enforcement and safeguarding processes.
• Ability to prepare evidence, statements and reports for court proceedings.
• Skills to assess risk, safeguard vulnerable residents and manage cases.
• Capacity to negotiate, influence behaviour and balance support with enforcement.
• Excellent written and verbal communication for sensitive enquiries.
• Proven ability to work with police, social services and housing partners.
• Analytical approach to investigations and accurate case records.
• Ability to manage a heavy caseload and work independently.
• Proficiency in Microsoft Office and housing management systems.

Responsibilities

• Manage a varied caseload of housing management issues with a focus on ASB.
• Investigate complaints, assess risks and support victims and witnesses.
• Lead multi-agency meetings and coordinate actions with internal and external teams.
• Enforce tenancy agreements and use legal tools where needed.
• Prepare witness statements, reports and evidence; attend court where required.
• Conduct tenancy visits, estate inspections and address breaches.
• Identify safeguarding risks and protect vulnerable residents.
• Coordinate emergency moves and temporary accommodation when required.
• Investigate complaints, maintain housing records and support income maximisation.
• Develop improved practices while ensuring health, safety and inclusion policies.
