Job summary

4Recruitment Services is seeking an experienced Quantity Surveyor for Oxfordshire highways term maintenance. The role provides commercial support to the NEC Contract Manager and Service Manager, administering task orders under NEC4 Term Service Contract (TSC), Option A.

The candidate will review quotations, prepare estimates, monitor costs, and maintain financial records, while ensuring value engineering opportunities and timely commercial decisions.

Qualifications

• Experience on highways term maintenance contracts.
• Experience with NEC4 TSC Option A.
• Strong cost estimating and rate build-up skills.
• Ability to review quotations and assess costs.
• Knowledge of measurement, price lists and cost build-ups.
• Ability to challenge contractor submissions and provide recommendations.
• Collaborative approach while protecting the client position.

Responsibilities

• Review contractor Task Order quotations.
• Prepare and check estimates and cost plans.
• Review quantities, price list items, rates and build-ups.
• Build new rates for items not in the Price List.
• Assess contractor payments, valuations and changes.
• Monitor budgets, expenditure and forecasts.
• Maintain commercial records and audit trails.
• Support commercial meetings and NEC timescales.
