Job summary

Cambridgeshire County Council is seeking an ambitious Asset Systems Engineer to lead highway asset management systems and drive data-informed investment decisions. You will manage procurements, mentor staff, and collaborate with suppliers to ensure systems meet organisational needs.

You will transform data into insights, monitor performance with dashboards, and promote best practices across the service, delivering real improvements for residents and communities in Cambridgeshire.

Qualifications

• Strong knowledge of asset management systems and their practical application.
• Experience analysing and interpreting complex data sets.
• Knowledge of highway asset management principles and maintenance practices.
• Excellent communication and stakeholder engagement skills.
• Strong problem-solving abilities.
• Experience leading projects, programmes, or system improvements.
• Knowledge of health and safety legislation and best practice.
• Experience within highways, construction, infrastructure, engineering, or a related asset management environment.
• Professional membership of organisations such as ICE, IHE or CIHT.
• Knowledge of NEC contracts and procurement processes.
• Experience delivering presentations, reports, and briefings.
• Experience of project management.
• Knowledge of coding, automation, Python, or similar digital tools.

Responsibilities

• Leading the development, management, and continuous improvement of highway asset systems.
• Transforming data into actionable intelligence to support investment decisions and maintenance programmes.
• Monitoring performance through KPIs, dashboards, and reporting tools.
• Acting as the service's technical expert on asset systems and data management.
• Managing system procurements and supporting project delivery from specification through implementation.
• Working with suppliers and partners to ensure systems continue to meet organisational needs.
• Supporting and mentoring colleagues, including oversight of the Asset Systems Officer workload.
• Delivering training and promoting best practice across the service.
• Supporting councillors and stakeholders with asset information and insights.
• Exploring innovative technologies, digital processes, and new ways of working.
