About the role

Help Shape the Future of Highway Asset Management in Cambridgeshire

Do you thrive on turning data into decisions? Are you passionate about digital innovation, asset management, and improving public services through technology?

At Cambridgeshire County Council, we're looking for an ambitious and forward-thinking Asset Systems Engineer to lead the development and delivery of our highway asset management systems and help shape how we manage one of the county's most valuable public assets. This role leads the asset systems function, supports data-driven investment decisions, and drives continuous improvement across the highways service.

Why This Role Matters

Every year, critical decisions are made about maintaining and improving Cambridgeshire's highways network. Those decisions rely on high-quality data, effective systems, and insightful analysis.

As our Asset Systems Engineer, you'll be at the heart of that process.

You'll help ensure that asset systems provide reliable information, support strategic investment decisions, and improve service performance, and enable the Council to deliver value for money for residents and communities across Cambridgeshire.

This is a unique opportunity to combine engineering, digital technology, data analysis, leadership, and innovation in a role that delivers real-world impact

For more information or to chat about this opportunity please contact Barry Wylie, Asset Strategy & Systems Manager - Barry.Wylie@cambridgeshire.gov.uk

What will you be doing?

You'll take ownership of a suite of highway asset management systems, ensuring they are effective, reliable, and delivering value to the service. You'll lead system improvements, support procurement exercises, work with suppliers and stakeholders, and champion a data-first approach to highway asset management.

Key areas of responsibility include:

  • Leading the development, management, and continuous improvement of highway asset systems.
  • Transforming data into actionable intelligence to support investment decisions and maintenance programmes.
  • Monitoring performance through KPIs, dashboards, and reporting tools.
  • Acting as the service's technical expert on asset systems and data management.
  • Managing system procurements and supporting project delivery from specification through implementation.
  • Working with suppliers and partners to ensure systems continue to meet organisational needs.
  • Supporting and mentoring colleagues, including oversight of the Asset Systems Officer workload.
  • Delivering training and promoting best practice across the service.
  • Supporting councillors and stakeholders with asset information and insights.
  • Exploring innovative technologies, digital processes, and new ways of working.

This is more than a systems role.

You'll be helping to:

Improve how investment decisions are made across the highway network.

Shape the future of digital asset management.

Influence service delivery across one of the largest local authority functions.

Support innovation, automation, and continuous improvement.

Work with senior leaders, elected members, contractors, and technical specialists.

Make a real difference to residents and communities across Cambridgeshire.

Join Cambridgeshire County Council and help build, maintain and improve the infrastructure that keeps our communities moving.

About you

We're looking for someone who is equally comfortable discussing technical systems, analysing data, and working with colleagues across a complex organisation.

You will ideally have:

  • Strong knowledge of asset management systems and their practical application.
  • Experience analysing and interpreting complex data sets.
  • Knowledge of highway asset management principles and maintenance practices.
  • Excellent communication and stakeholder engagement skills.
  • Strong problem-solving abilities.
  • Experience leading projects, programmes, or system improvements.
  • Knowledge of health and safety legislation and best practice.
  • Experience within highways, construction, infrastructure, engineering, or a related asset management environment.
  • Professional membership of organisations such as ICE, IHE or CIHT.
  • Experience of highway asset management.
  • Knowledge of NEC contracts and procurement processes.
  • Experience delivering presentations, reports, and briefings.
  • Experience of project management
  • Knowledge of coding, automation, Python, or similar digital tools.
