Job description

Regional Total Facilities Management (TFM) Manager – ISS is looking for an experienced and driven Regional TFM Manager to lead the delivery of a first-class Integrated Facilities Management (IFM) service across the DEFRA account. This senior operational role has responsibility for both hard and soft FM services, customer relationships, compliance, financial performance and team leadership across the regional portfolio.

The Role

Reporting to the Regional Key Account Manager, you will act as the senior operational representative for ISS within the region, ensuring service excellence, value for money and a strong "one team" culture. You will lead and develop a regional IFM team, working closely with DEFRA stakeholders and Arm’s Length Bodies to deliver consistent, resilient and compliant services.

Key Responsibilities
  • Lead the regional delivery of integrated hard and soft FM services in line with contract SLAs and KPIs
  • Act as the primary regional point of contact and escalation for DEFRA stakeholders
  • Build trusted long‑term relationships with clients and supply chain partners
  • Manage regional budgets, cost control, WIP, unbilled costs and commercial performance
  • Drive continuous improvement, service resilience and value‑added opportunities
  • Ensure full compliance with Health & Safety, statutory and contractual requirements
  • Champion a strong safety culture and safe systems of work
  • Oversee planned and reactive maintenance, asset management and lifecycle planning
  • Ensure accuracy and timely closure of jobs within the CAFM system (Tririga)
  • Lead and develop the regional IFM team, including recruitment, welfare, training and performance management
  • Chair and lead client meetings (including Tier 1 meetings) and manage client complaints
  • Undertake audits across technical, cleaning and environmental services
  • Support mobilisation, TUPE transfers and change management activities
  • Maximise additional revenue and margin improvement opportunities
What We’re Looking For
  • 2+ years’ management experience delivering integrated facilities services within Government or a similar regulated environment
  • Proven leadership capability with experience managing regional, multi‑disciplinary FM teams
  • Strong technical knowledge of building services, engineering systems and assets
  • Sound knowledge of relevant legislation, compliance and H&S requirements
  • Commercially astute with experience managing budgets and contract performance
  • Excellent stakeholder and client relationship management skills
  • IOSH Managing Safely (or equivalent)
  • Ability to act as an Appointed/Responsible Person where qualified (e.g. LV, Pressure Systems, WaH, Confined Spaces)
