Nuclear Restoration Services Limited (NRS) is a wholly owned subsidiary of the Nuclear Decommissioning Authority (NDA). NRS is responsible for decommissioning first generation nuclear power stations Berkeley, Bradwell, Chapelcross, Dungeness A, Hinkley Point A, Hunterston A, Oldbury, Sizewell A, Trawsfynydd and Wylfa, and research sites Harwell and Winfrith. NRS is also responsible for electricity generation at hydroelectric plant Maentwrog. As a division of NRS, NRS Dounreay is responsible for the clean-up and demolition of the former centre of fast reactor research and development.

About the role
Role Purpose:
The Head of Talent Acquisition will be a strategic leader responsible for overseeing the full spectrum of talent acquisition activities, including experienced (Perm), Early and emerging careers, Agency Supplied Workers (ASW’s), and oversight of Contract Supplied Worker (CSW) hiring. This role is integral to the Human Resources Leadership Team and will contribute to shaping the overall People Strategy.
This role requires a collaborative leader and change agent capable of building strong partnerships with diverse stakeholders, driving transformation, leveraging data-driven insights, and ensuring an exceptional candidate experience.
Key Duties/Responsibilities
Principle duties are;
Strategic Leadership:
Develop and execute a comprehensive talent acquisition strategy aligned with the company's business goals and future plans.
As part of the HR leadership team, ensure talent acquisition initiatives support broader People and organisational objectives.
Lead a team of recruitment professionals, fostering a culture of high performance and continuous improvement.
Collaborate with Site & Programme Leaders to define the talent roadmap and priorities, ensuring alignment with business objectives.
Recruitment Process Management:
Oversee end-to-end recruitment processes - permanent, Agency Supplied Worker (ASW’s), and oversight of Contract Supplied Worker (CSW) hiring.
Implement best practices for job posting, candidate sourcing, interviewing, selection, and onboarding.
Ensure compliance with all legal and regulatory requirements related to hiring and employment.
Talent Sourcing & Employer Branding:
Develop and maintain strong relationships with internal/external stakeholders to understand current and future hiring needs.
Enhance employer branding initiatives to attract top talent, including development and management of online presence.
Metrics & Reporting:
Establish key performance indicators (KPIs) to measure the effectiveness and efficiency of the talent acquisition process.
Provide regular reports and insights to senior management/NDA on people metrics, trends, and areas for improvement.
Analyse data to identify challenges and recommend solutions to improve hiring outcomes.
Workforce Planning/Talent development:
Drive methodology for long term workforce planning, ensuring connection with Talent Management for development of skills strategy to meet life-time plans.
Ensure management of current headcount levels and controls are in place through robust Resource management approvals process.
Utilise external metrics to drive decisions on delivery method assessments (DMA’s), maintaining strong market awareness of key skill requirements.
Provide regular reports and insights to senior management on hiring and areas for focus.
Candidate Experience:
Ensure a positive and seamless candidate experience throughout the recruitment process.
Develop and implement feedback mechanisms to continuously improve the candidate journey.
Promote diversity, equity, and inclusion in all hiring practices.
Additional responsibilities;
Develop and maintain constructive working relationships with unions and staff representatives.
Management of ASW workforce solution supplier. (PSR)
Oversight of the CSW (Contract supplied worker) process and liaison with Commercial on compliance and process improvement
Key interface for NDA on talent initiatives – supporting group wide talent approaches.
Support Executive hiring, managing key/confidential hiring needs.
Person Specification
Experience:
Significant experience in talent acquisition or recruitment, with proven success in a leadership role.
Proven experience managing recruitment for Perm, ASW, and CSW positions.
Strong understanding of IR35 legislation and management of contingent workers
Strong understanding of employment laws and regulations.
Understanding of strategic workforce planning and cost management
Strong understanding of working within unionised environment with proven track record of building relationships with TU reps.
Exceptional interpersonal and communication skills, with the ability to influence and build relationships at Exec level.
Demonstrated ability to develop and implement strategic initiatives.
Proficiency in applicant tracking systems (ATS) and other recruitment technologies.

Please be aware this role holder requires security clearance, or the ability to obtain said clearance.
There is a requirement to live within a commutable distance to the sites where the role is based. For central/multi-site roles, we have various hubs across the UK and can be flexible with base location.
