Job summary

Bridgend County Borough Council is seeking an Education and Enforcement Officer to support the Cleaner Streets and Waste Contract Services from the Civic Offices in Bridgend, with flexible admin-from-home days.

Qualifications

Responsibilities

• Monitor waste contractor performance, conduct LEAMS inspections and audit Community Recycling Centres.
• Resolve incident reports via the DASH system and collaborate with internal teams.
• Assess and approve waste dispensation requests for large families or medical needs.

Job Details

• Position: Education and Enforcement Officer
• Location: Civic Offices, Bridgend (with working-from-home flexibility for administrative tasks)
• Contract Type: Temporary Sickness Cover (Contract through to 01/01/2027, with possibility of extension)
• Working Hours: Full-Time, 37 hours per week
• Working Pattern: Monday to Friday (Flexible working between 06:30 and 20:30; no weekend working)
• Pay Rate: £14.36 - £14.84 per hour
• Travel: Business mileage is claimable (business insurance required for use of your own vehicle)
• Interviews: In person

Role Overview

• Deliver community education and outreach on recycling, waste minimisation, and responsible dog ownership.
• Investigate environmental offences - such as fly-tipping, littering, and dog fouling - in line with PACE and environmental legislation.
• Issue Fixed Penalty Notices, conduct interviews under caution, compile prosecution files, and attend court.
• Monitor waste contractor performance, conduct monthly LEAMS inspections, and audit Community Recycling Centres.
• Resolve incident reports submitted via the DASH system, collaborating with internal teams and partner agencies.
• Assess and approve extra waste dispensation requests for large families or individuals with medical needs.

What We Are Looking For

• Educated to QCF/NVQ Level 3, or the ability to demonstrate equivalent professional competence through practical experience.
• Proven understanding and experience in criminal law enforcement, investigative procedures, and PACE standards.
• A full, clean UK driving licence with access to your own vehicle (business use insurance required).
• The ability to communicate through the medium of Welsh is desirable but not essential.
