Job Description:

Venesky-Brown’s client, a public sector organisation in Sandwell, Birmingham, is currently looking to recruit an Asset Management Technical Officer for an ongoing contract with potential to extend at a rate of £18.72/hour PAYE. This role will be based onsite with 37 hours per week.

Responsibilities:
  • Prepare, maintain, and update terrier plans, ensuring accurate land and property ownership records.
  • Conduct site inspections to verify boundary lines, ownership details, and land restrictions.
  • Assist in property and land valuation processes, supporting the Asset Management and Estates team.
  • Prepare plans for properties being sold under the Right to Buy scheme, ensuring legal compliance.
  • Coordinate with Housing Officers and Legal teams for accurate documentation and respond to stakeholder requests.
  • Develop service charge plans for leaseholders, calculating areas, zones, and costs.
  • Work with Leasehold Officers to ensure legal consistency of service charge plans.
  • Support resolution of service charge disputes with technical expertise.
  • Investigate boundary disputes and encroachments, providing reports and recommendations.
  • Collaborate with Legal team on boundary disputes, ensuring legal compliance.
  • Serve as a technical contact for internal and external stakeholders.
  • Prepare technical reports, plans, and drawings to support property management.
  • Ensure legal, regulatory, and safety compliance in land and property management.
  • Record surveys, site visits, and assessments accurately.
  • Maintain property databases for land records and valuations.
  • Provide regular updates on property records, valuations, RTB applications, and disputes.
  • Conduct site inspections for boundaries and land use.
  • Update property and boundary maps based on site visit findings.
  • Proficiency in CAD or GIS software required.
  • Work in an agile manner across Sandwell and participate in the Appraisal Scheme.
  • Promote and practice Equality, Diversity, and Inclusion policies.
  • Perform additional duties to support organisational objectives as appropriate.
  • Adhere to Health and Safety policies at all times.
Minimum Qualifications and Experience:
  • BTEC HNC/HND in Building/Surveying or equivalent, or proven relevant experience.
  • Ability to travel efficiently around the borough.
  • Experience in property valuations, land and boundary plans, and Right to Buy sales.
  • Experience managing boundary disputes and encroachments.
  • Experience producing CAD drawings.
  • Willingness to undertake relevant training.
  • Ability to interpret and communicate technical plans.
  • Understanding of Right to Buy regulations, land tenure, boundary laws, and leasehold agreements.
  • Knowledge of property valuation methods, market value, rent assessments, and depreciation.
  • Problem-solving skills and good communication skills.
  • Basic numeracy skills for calculations, plans, and specifications.
