Job summary

5 Star Recruitment seeks an Early and New Careers Development Lead to steer the ENC pilot for the Planning and Growth department, aligning with workforce strategy and diversity goals. You will partner with HR, Organisational Development and Education to design a holistic offer including pastoral, learning and peer-to-peer support, and to engage education providers and industry bodies.

Qualifications

• Knowledge of early careers and new career programmes within planning, regeneration and economic development.
• Experience leading change programmes within HR, Organisational Development, training or education in an equality, diversity and inclusion framework (preferably 2 years).
• Experience designing and delivering apprenticeship or early and new careers programmes or similar.
• Experience providing pastoral, learning and/or peer-to-peer support to individuals.
• Experience procuring and contract managing external providers to deliver high quality, cost effective outcomes.
• Experience analysing data to drive continuous improvement and change.
• Experience in service design and service improvement activity in an organisational development context.

Responsibilities

• Design and implement an accessible ENC pathway for the Planning and Growth Department.
• Coordinate a 6-month pilot for internships, apprenticeships and graduates aligned to business needs.
• Develop guidance for work placement opportunities and pilot a cross-age work placement programme.
• Collaborate with resourcing, OD and Education to promote careers and employer brand.
• Build relationships with local education providers, employment support providers and industry bodies.
• Design recruitment and selection approaches that are fair and engaging, identifying top early career talent.
• Coordinate onboarding and induction of ENC pilot participants.
• Monitor diversity and develop action plans to address concerns.
• Select training providers to deliver apprenticeships while complying with procurement policies.
• Monitor provider performance and drive continuous improvement.
• Ensure pastoral and peer-to-peer support is available for all ENC participants.
