North Yorkshire Council is recruiting a Contract Supervisor for the Housing Standards Direct Delivery Team. The role focuses on DPS works, utility accounts and contractor/supplier management while ensuring contractual compliance and value for money.
You will monitor performance, process invoices and purchase orders, and contribute to continuous service improvement across housing contracts. Hybrid working with office presence is available.
The Housing Standards team is responsible for ensuring North Yorkshire Council's social housing portfolio of approximately 9,000 homes is maintained to meet current statutory, regulatory and legislative standards. We work with a wide range of contractors, suppliers and partners to deliver services that help keep our homes safe, compliant and well maintained.
We have an exciting opportunity for a Contract Supervisor to join our Housing Standards Direct Delivery Team.
As a Contract Supervisor, you will play a key role in the management of contractor delivered services, supplier relationships and utility management arrangements across North Yorkshire's housing stock. Initially, your primary responsibilities will include managing Dynamic Purchasing System (DPS) works, administering utility accounts and bills associated with void properties, and working closely with contractors, Green Energy Switch, utility providers and internal stakeholders to ensure services are delivered efficiently and in accordance with contractual requirements.
The role has a significant contract administration and financial management focus and will involve monitoring contractor performance, managing records, processing invoices and purchase orders, resolving queries and supporting continuous improvement across service delivery. A key priority for the successful candidate will be supporting the review and resolution of historic invoicing issues whilst helping to establish robust processes for the ongoing management of contractor and utility accounts.
Whilst your primary responsibilities will focus on the management of DPS works, utility bill administration and associated contractor and supplier arrangements, you will also provide support across other Housing Standards contracts during periods of annual leave, absence or increased service demand, helping to ensure service continuity across the team.
You will work closely with contractors, suppliers, utility providers and colleagues across Housing Standards to ensure services are delivered to agreed standards and provide value for money. Responsibilities will include contract monitoring, performance management, utility bill administration, maintaining accurate records, resolving operational issues, processing purchase orders and invoices and identifying opportunities for service improvement. The role requires excellent organisational skills, strong attention to detail and the ability to manage competing priorities whilst maintaining a high level of accuracy.
We're looking for someone who is organised, proactive and customer focused, with experience of contract administration, supplier management, financial processes or related activities. You will have strong communication and organisational skills, excellent attention to detail and the ability to manage competing priorities within a busy operational environment. You will be comfortable working with contractors, suppliers, utility providers and colleagues across a range of services, building positive working relationships and resolving issues in a professional and timely manner.
The successful candidate will have a positive approach to problem solving, be confident managing large volumes of information and financial data and demonstrate a commitment to continuous improvement and delivering value for money. This role would particularly suit someone who enjoys working with contract information, invoices, performance data and service improvement activities whilst playing an important role in supporting the delivery of housing services across North Yorkshire.
