Job summary

Citizen Housing Group seeks a Compliance Manager for Mechanical & Electrical to lead domestic M&E compliance across our housing portfolio. You will oversee inspections, maintenance and operation of electrical, gas, water hygiene, fire safety and specialist systems in line with current regulations and safety standards.

Qualifications

• HNC/HND/NVQ4 or above in Building Services or Electrical Engineering.
• Current Gas Safe registration or strong knowledge of domestic/commercial gas systems.
• Strong technical knowledge of M&E compliance (electrical, fire safety, water hygiene, lifts, regs).
• Experience in contract management, procurement, tendering, specs, contractor performance and budgets.
• Proven leadership, prioritisation and ability to deliver projects on deadlines.
• Excellent communication, analytical and report-writing skills; able to present to senior stakeholders.

• Develop and implement compliance strategies, maintenance programmes and investment plans.

• Monitor compliance performance, maintain records and reporting systems, and ensure corrective actions.
• Manage contractors, consultants, contracts and projects to meet standards, timescales and obligations.
• Oversee budgets, procurement and tendering, including technical specs for maintenance and improvements.
• Identify and manage compliance risks and ensure effective health and safety arrangements, including Golden Thread for Higher-Risk Buildings.

Are you an experienced building services or compliance professional with strong technical expertise in mechanical and electrical (M&E) systems, a passion for safety and the leadership skills to drive service excellence?

Citizen is looking for a knowledgeable and proactive Compliance Manager to lead the effective management of domestic M&E compliance across our property portfolio. You will play a vital role in ensuring that mechanical, electrical, gas, water hygiene, fire safety and specialist building systems are inspected, maintained and operated in line with current legislation, regulations, approved codes of practice and organisational policies.

Position: Compliance Manager- Mechanical & Electrical

Hours: Monday – Friday, 37 Hours

Key Responsibilities:

• Lead M&E compliance across Citizen’s property portfolio, ensuring systems are inspected, maintained and operated in line with relevant legislation, regulations and safety standards.
• Develop and implement compliance strategies, maintenance programmes and investment plans to improve and maintain building systems.
• Manage and develop the team, promoting high performance, technical expertise and a customer-focused approach.
• Monitor compliance performance, maintain accurate records and reporting systems, and ensure corrective actions are completed.
• Manage contractors, consultants, contracts and projects, ensuring works meet required standards, timescales and contractual obligations.
• Oversee budgets, procurement and tendering, including the preparation of technical specifications for maintenance, installation and improvement works.
• Identify and manage compliance risks, investigate failures and ensure effective health and safety arrangements, including maintaining the required Golden Thread of information for Higher-Risk Buildings.

Qualifications and experience:

• HNC, HND, NVQ Level 4 or above in Building Services Engineering, Electrical Engineering or an equivalent relevant qualification.
• Current Gas Safe registration or strong knowledge and experience of domestic and commercial gas systems.
• Strong technical knowledge of M&E compliance, including electrical systems, fire safety, water hygiene, passenger lifts, Building Regulations and relevant health and safety legislation.
• Experience of contract management, procurement, tendering, technical specifications, contractor performance and budget management.
• Proven experience of leading and developing a team, managing competing priorities and delivering projects to challenging deadlines.
• Excellent communication, analytical and report-writing skills, with the ability to manage risks, present information to senior stakeholders and promote equality, diversity and inclusion.
