Job summary

Flagship Housing is seeking an experienced Compliance Manager to lead the Compliance Team and act as the accountable lead for Landlord and Asset compliance. You will ensure the organisation meets statutory and regulatory requirements while delivering high-quality customer service.

This hybrid role involves regular travel to Norwich and strategic/operational leadership across assurance programmes, risk management and continuous improvement in compliance services.

Qualifications

  • Proven experience leading asset compliance and assurance.
  • Experience managing budgets for compliance programmes.
  • Strong understanding of landlord compliance, health and safety requirements.
  • NEBOSH or equivalent compliance qualification.
  • Full UK driving licence required.

Responsibilities

  • Lead and develop a high-performing compliance team.
  • Ensure compliance with all relevant legislation, regulations and best practice.
  • Oversee compliance performance reporting and provide assurance to senior stakeholders.
  • Manage compliance contracts and suppliers to deliver safe, effective services.
  • Maintain robust audit, assurance, monitoring and governance frameworks.
  • Manage compliance-related complaints and ensure timely resolutions.
  • Identify compliance risks and implement corrective actions.
  • Support organisational change and continuous improvement initiatives.
  • Build strong relationships across the business to deliver a customer-focused service.

Job description

Are you an experienced compliance professional with a strong background in asset compliance, health and safety, and team leadership across the big 6 landlord compliance functions? Do you thrive in a fast-paced environment where you can influence strategic decisions, manage risk, and ensure customers live in safe, compliant homes? If so, we'd love to hear from you.

As our Compliance Manager, you will lead the Compliance Team and act as the accountable lead for Landlord and Asset compliance. You will ensure the organisation consistently meets statutory, regulatory, health and safety, and internal compliance requirements while delivering and reporting on a high-quality service to customers.

This is a strategic and operational leadership role where you'll oversee compliance programmes, develop assurance frameworks, manage risk, and drive continuous improvement across compliance services.

Location: Hybrid with regular travel to Norwich

Hours: Full Time

Contract: Permanent

WHAT YOU'LL BE DOING

In this role, you'll ensure safe, compliant homes, provide robust assurance to the organisation, and create a culture of continuous improvement and accountability. You'll be a trusted leader who balances customer needs, operational delivery, and regulatory compliance while supporting colleagues to perform at their best.

Essential Requirements
  • proven experience managing asset compliance and assurance across but not limited to the big 6 landlord compliance functions.

  • experience leading operational compliance teams and managing budgets.

  • strong understanding of landlord compliance, health and safety, and regulatory requirements.

  • excellent communication and relationship-building skills.

  • degree-level education or equivalent relevant experience.

  • NEBOSH or equivalent compliance/property-related qualification.

  • technical qualification in 1 or more compliance discipline such as:

    • gas Safety

    • electrical Safety

    • water Safety

    • asbestos Management

    • lift and fire

  • full UK driving licence.
