This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position
This job announcement will fill multiple vacancies for a Civil Engineer at the full performance levels (FPLs) of GS-11, GS-12, and GS-13.
Duties
- GS-11: Plans, designs, and manages civil/military site projects including utilities, levees, dams, airfields, and ecosystem restoration.
- GS-11: Researches and analyzes survey/mapping data; prepares layouts, specs, estimates, and technical documents using CADD/DTM tools.
- GS-11: Assists engineers/technicians; reviews A-E designs for compliance; coordinates with agencies and stakeholders; conducts site inspections and prepares reports.
- GS-12: Designs and prepares civil engineering plans, models, specs, estimates, and contract documents for complex infrastructure projects; conducts field investigations and ensures compliance with USACE standards.
- GS-12: Leads and mentors engineers/technicians; reviews designs and/or develops models, contractor submittals, and A/E work; provides technical guidance, quality control, and coordination with agencies, stakeholders, and property owners.
- GS-12: Manages project teams, budgets, schedules, and reports; represents District with authorities and customers; ensures scope, cost, and quality goals are met while resolving technical and fiscal issues.
- GS-13: Serves as SME in civil/cost engineering; develops estimates/schedules for complex projects; mentors staff; provides technical reviews, guidance, and participates in ATR/QA teams.
- GS-13: Prepares detailed cost estimates/IGEs; reviews A/E and contractor proposals; defends government estimates; coordinates with technical sections; ensures compliance with Corps policy.
- GS-13: Supports construction negotiations and claims; provides cost expertise in court; conducts site investigations; recommends cost-effective changes; serves on Value Engineering teams.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position may require Temporary Duty Travel (TDY) up to 15% of the time.
- This position may require a professional engineer license (PE), Certified Cost Engineer (CCE) or Certified Cost Consultant (CCC) certification.
- This position MAY require to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
