Job summary

Rugby Borough Council is seeking an experienced Anti-Social Behaviour Officer to manage ASB and tenancy-breach cases across council-owned homes, coordinating with Housing Officers and legal teams to deliver timely outcomes.

You will handle investigations with a victim-centred approach, identify vulnerabilities, and liaise with police and support agencies to take proportionate action from early intervention to enforcement.

Qualifications

• Relevant experience in housing management, community safety or a related field.
• Proven case-management skills and a strong working knowledge of ASB legislation, tools and powers.
• Clear written and verbal communication, including confident report and statement writing.
• The ability to manage competing priorities, work independently and handle challenging conversations professionally.
• Good digital skills, including Microsoft Office and case-management or CRM systems.
• A full driving licence, access to a car and willingness to travel.

Responsibilities

• Manage routine and complex ASB and tenancy-breach cases within agreed timescales.
• Work alongside Housing Officers to assess reports, coordinate case plans, share relevant information and deliver consistent outcomes for tenants and communities.
• Carry out thorough, evidence-based investigations using a victim-centred and trauma-informed approach.
• Identify vulnerability early and make appropriate referrals to support services.
• Prepare injunctions, Notices of Seeking Possession, witness statements and other court documentation.
• Attend court hearings and work closely with Housing Officers, Community Safety and Legal Services.
• Build effective relationships with the police, social services, support agencies and community groups.
• Use available tools and powers proactively to prevent and resolve ASB.

About The Role

Are you an experienced housing or community-safety professional who can combine sound judgement, empathy and firm action? Rugby Borough Council is looking for an Anti-Social Behaviour Officer to help create safer neighbourhoods and improve the lives of residents.

You will manage a varied caseload of anti-social behaviour and tenancy-breach matters involving Council-owned homes, working closely alongside Housing Officers and legal team to provide a joined-up response for residents and neighbourhoods. Taking ownership from initial report through to resolution, you will share information, agree practical actions, investigate concerns, support victims, engage with alleged perpetrators and take proportionate action—from early intervention to formal enforcement.
