The Senior Cost Controller is responsible for supporting the Project Controls function by ensuring effective monitoring, forecasting, reporting, and control of project costs throughout the execution of a major offshore development project.
The role is responsible for managing one or more major project packages (FPSO, SURF, SPS, PMT, etc.), supporting the Lead Cost Engineer in maintaining budget control, forecasting project expenditures, assessing change impacts, and providing accurate cost reporting to Project Management.
The position plays a key role in ensuring project cost objectives are achieved while maintaining compliance with Company procedures and project control standards.
Key Responsibilities
Cost Control & Forecasting
- Manage the cost control activities for one or more major project packages (FPSO, SURF, SPS, PMT, etc.).
- Maintain phased cost forecasts based on Value of Work Done (VOWD).
- Review and validate contractor monthly cost reports.
- Lead monthly cost review meetings with Package Teams.
- Monitor budget performance and identify cost variances.
- Forecast project expenditures and remaining costs.
Monthly Cost Reporting
- Prepare monthly cost reports including: Cost summaries
- Cash flow and phasing profiles
- Quarterly and yearly performance
- Variance analysis
- Package-specific reporting
- Support Project Management by providing accurate and timely financial information.
- Respond to ad hoc reporting and data analysis requests.
Change Management
- Assess the cost impact of changes raised through the Management of Change (MOC) process. Coordinate with Contracts and Procurement teams to evaluate Change Orders. Maintain complete visibility of: Approved changes

- Ensure all changes are properly recorded within project cost control systems.
Cost Systems Administration
- Maintain accurate project cost information within Company cost management systems.
- Ensure correct mapping of package cost data between SAP and project cost control databases.
- Minimize unassigned costs through regular reconciliation.
- Coordinate closely with Project Planners to maintain consistency between planning and cost information.
- Ensure completed contracts, purchase orders, and service orders are properly closed within Company systems.
Budget & Cost Analysis
- Support project re-baselining activities. Maintain and update the Basis of Estimate documentation. Provide cost data for: Long-Term Planning (LTP)
- Periodic project reviews
- Monthly reporting
- Participate in project cost risk assessments.
- Support contingency evaluations and remaining project cost analysis.
- Become fully familiar with Company cost control procedures and project governance processes.
- Identify opportunities to improve cost control workflows and reporting.
- Contribute to the continuous improvement of project control methodologies.
HSE & Compliance Responsibilities
- Comply with all Company HSE policies and procedures.
- Ensure all activities are conducted in accordance with Company ethics, compliance requirements, and internal controls.
- Promote accuracy, transparency, and integrity in all financial reporting activities.

Experience
- Minimum 10 years of experience in Project Cost Control within the Oil & Gas industry.
- Strong experience on major EPC or offshore development projects.
- Experience managing large CAPEX packages such as:
- FPSO
- SURF
- SPS
- Offshore infrastructure
- Previous experience within multidisciplinary Project Controls teams is highly desirable.
