Freedom Digital Bank France, part of Freedom Holding Corp., seeks an experienced Chief Risk Officer to establish and lead its risk-management function in France. You will oversee credit, liquidity, market, operational, technology and cyber risks, setting risk appetite and ensuring alignment with capital and regulatory requirements.

Qualifications

• 10+ years risk management experience in digital banking, banking, fintech or a regulated financial institution.
• Previous CRO/Head of Risk or senior risk leadership experience.
• Strong knowledge of ERM and financial-sector risk frameworks.
• Experience in a regulated European bank or financial institution.
• Understanding of CRR/CRD, EBA Guidelines, ICAAP, ILAAP, stress testing and risk appetite.
• Knowledge of French supervisory expectations for credit, liquidity, market, operational, tech and outsourcing risk.
• Cybersecurity, ICT, model, data and third-party risk in a digital banking environment.
• Experience engaging with ACPR, ECB, EBA or other European supervisors preferred.
• Experience supporting banking authorization, market entry or major transformation in France / EU.
• Strong analytical, strategic and leadership skills.
• Ability to communicate complex risk matters to the Board.
• Full professional fluency in French and English.

Responsabilités

• Establish and lead the independent risk management function for Freedom Digital Bank France.
• Develop and implement the enterprise risk management framework (ERM).
• Define risk taxonomy, appetite framework, risk limits and monitoring arrangements.
• Identify, assess, monitor and report material risks across the bank.
• Oversee credit, liquidity, market, operational, technology, cybersecurity, outsourcing and concentration risks.
• Develop risk policies, procedures, methodologies and controls; prepare risk reporting for senior management and the Board.
• Lead ICAAP, ILAAP, stress testing and scenario analysis frameworks.
• Contribute to recovery, capital and liquidity planning.
• Assess risks of new products, digital journeys, systems, partnerships and third-party providers.
• Ensure risk management meets French and EU regulatory requirements.
• Monitor emerging risks and mitigation measures.
• Engage with regulators and support supervisory reviews.
