The International Organization for Migration (IOM) is seeking a Project Assistant (Legal Counsel) in Madrid to provide essential legal guidance to migrants at a reception facility in Spain. This role serves as a Project Assistant (Legal Counsel) within the IOM, contributing to the organization's mission of promoting humane and orderly migration. The primary purpose is to provide essential legal guidance and support to beneficiaries of a reception facility in Spain. By offering information on rights, obligations, and administrative/legal options, the role directly impacts the well-being and integration of migrants. The position ensures beneficiaries are informed about procedures, documentation, and access to public services, facilitating their navigation of the Spanish legal framework. This support is crucial for upholding the dignity and welfare of migrants, aligning with IOM's core principles and operational objectives in migration management.
Provide individual and group legal guidance to beneficiaries of the reception facility regarding their rights, obligations, and available administrative and legal options in Spain. Conduct initial legal assessments and follow-up interviews, identifying specific needs, vulnerabilities, and protection risks requiring specialized attention. Ensure accurate completion of forms, files, and databases in compliance with standard operating procedures and data protection requirements. Precisely and confidentially record legal orientations, actions taken, and referrals made. Prepare periodic reports, statistics, case summaries, and other documentation for activity monitoring and project accountability. Inform and guide beneficiaries on procedures related to documentation, access to public services, administrative processes, migration regularization, international protection, and other applicable protection mechanisms. Facilitate and manage referrals to specialized legal services, free legal aid, public bodies, and other competent entities. Coordinate closely with protection, case management, health, psychosocial support, and other programmatic teams to ensure a comprehensive, person-centered response. Maintain effective coordination with national, regional, and local authorities, civil society organizations, and other relevant actors. Accompany beneficiaries in administrative procedures before competent authorities when necessary, facilitating their understanding and access to services. Identify and promptly report protection incidents, emerging needs, and observed trends among the assisted population.
A complete university degree or higher in Law from an accredited academic institution is required. Fluency in Spanish and English is mandatory.
One year of work experience is required. Experience in migration settings, communication with governmental and diplomatic authorities, international institutions, and working in a multicultural environment are considered advantageous.
Strong work ethic, commitment to humanitarian principles, proficiency in standard software applications, ability to work under pressure and meet deadlines, strong organizational, facilitation, communication, writing, and presentation skills. Fluency in Spanish and English.
