We are seeking an experienced HR Payroll Manager to lead and oversee payroll-related HR operations. This role has a strong hands‑on focus on payroll management, payroll tax, and labor law compliance, while also managing the employee lifecycle and coordinating closely with external payroll service providers and unions/works councils.
- Lead and oversee end-to-end payroll processes in coordination with external payroll providers
- Ensure accurate and timely processing of salaries, bonuses, allowances, and deductions
- Manage payroll tax, social security, and statutory contributions in compliance with local regulations
- Review payroll reports, conduct payroll audits, and resolve complex payroll issues
- Act as the key point of contact for payroll-related inquiries from employees and management
- Oversee employment contracts from onboarding to termination
- Review and issue employment‑related documents, including work certificates and reference letters
- Ensure accuracy and compliance of employee data and HR records
- Ensure all HR and payroll practices comply with local labor laws and internal policies
- Advise management on labor law–related topics, including probation, termination, and working hours
- Monitor labor law changes and assess their impact on payroll and HR operations
- Prepare and submit onboarding and personnel‑related applications to the works council / union
- Act as the primary HR contact for union‑related and administrative matters
- Oversee vacation, sick leave, and absence management in HR systems
- Ensure leave and absence records comply with legal and company requirements
- Bachelor’s degree or above in Human Resources, Business Administration, or a related field
- Solid expertise in payroll management, payroll tax, and labor law
- Minimum 5 years of experience in payroll‑focused HR roles, with experience in a managerial or senior position preferred
- Strong communication skills in Chinese and German; English business communication is a strong plus
- High attention to detail with a strong sense of data confidentiality and compliance
- Experience in multinational or European companies
- Experience working with external payroll providers and works councils
