Emily Carr University of Art + Design is a school of students, faculty, thinkers and makers unlike any other. Established in 1925, we are the only specialized, accredited, public, post-secondary university in British Columbia solely devoted to education and research in the creative sector and its associated knowledge economy. We merge research, critical theory and studio practice in an interdisciplinary environment, strengthening our work by the integration of our personal and professional practices. Permanent Full-Time Excluded Position
8:30am to 4:30pm / Monday to Friday

The Manager, Safety, Security + Emergency Management develops and proactively manages the University’s health and safety and emergency programs, policies, and activities to foster a culture of health and safety awareness within the Emily Carr Community. The Manager serves as an Occupational Health + Safety (OH+S) resource and ensures the University’s compliance with WorkSafe BC regulations. The Manager coordinates the development, implementation, and maintenance of a University-wide, comprehensive emergency management program to prepare for and direct the actions of the University community in the event of an emergency.

Responsibilities:

OCCUPATIONAL HEALTH + SAFETY
1. Develops, implements, and promotes OH+S programs, strategies, and program measures to ensure a healthy and safe environment and the University’s compliance with Work Safe BC regulations and Emily Carr policies and procedures.
2. Develops and recommends suitable health, safety, and emergency planning procedures and policies for Executive approval. Ensures appropriate implementation of procedures and policies. Develops and implements safety initiatives in order to provide for the general safety of Emily Carr University, Staff, Students, Visitors, and Property.
3. Works with the joint OH+S Committee, advising on job related safety and personal safety concerns. Attends OH+S Committee meetings serving as a resource to the Committee.
4. Works with Technical Services Managers, Academic Administrators, Facilities and other members of the community to ensure facilities, equipment, and supplies meet Work Safe BC and other regulatory standards and are effectively handled and maintained by University employees.
5. Investigates and reports all accidents and injuries in accordance with Work Safe BC regulations. Maintains accident and injury records and facilitates employee claim processing. Develops fact-finding and reporting mechanisms for regular reports as required and keeps the General Manager, Facilities and the OH+S Committee informed of all sensitive issues.
6. Ensures implementation and maintenance of WHMIS regulations and other health and safety regulations relating to storage, inspection, labeling, handling, use, emergency procedures and disposal of controlled products and other hazardous substances. Oversees the Safety Orientation and WHMIS training program to ensure that all new employees receive appropriate training and safety orientation.
7. Identifies and evaluates existing or potential health and safety hazards, recommends corrective action, and prepares related reports. Arranges for workplace Ergonomic Assessments and implementation of recommendations as required.
8. Reviews and updates policies, programs, and procedures ensuring inclusion of any new legal requirements. Remains current of changes to laws and regulations that impact the University. Utilizes best practices.
9. Reviews and investigates OH+S incidents, compiling findings, and recommendations for corrective actions into summary report.

SECURITY
10. As a member of the Threat Assessment Team, supports Academic Affairs with investigations into incidents/complaints of student misconduct. Provides support where Behavioral Interventions are required.
11. Assesses the risks related to Threatening behavior on campus. In consultation with other members of the Threat Assessment Team, develops and implements action plans to mitigate and manage risk. Conducts investigations of disruptive, threatening, and /or hostile situations experienced by staff, students, faculty, and visitors.
12. Acts as the lead responder to reports of disruption and violence on campus, providing advice to staff and students on disruption and violence in the workplace, and making referrals to appropriate departments.
13. Directs Critical Incident Response in reference to traumatic events on behalf of the University to ensure support is available for Staff and Students.
14. Acts as the primary point of contact with local emergency response groups. Develop relationships with local fire, police and RCMP, law courts, EMS providers, and local emergency management groups.
15. Conducts training and drills related to Active Threat Response.
16. Develops and recommends suitable security procedures and policies for Executive approval, and ensures implementation of approved procedures and policies.

EMERGENCY MANAGEMENT
17. Manages the Emergency Response teams and Emergency Response Centre. Coordinates Emergency Response Team training and Emergency Operations Centre exercises.
18. Assists with the design, development, and implementation of disaster preparedness plans and training programs, emergency operations drills, department level emergency and mitigation plans, and interdepartmental activities. Routinely communicates emergency management preparedness measures to all constituents of the University community.
19. Works with all areas of University to facilitate, implement, maintain and exercise an effective University-wide business continuity plan that strives to reduce the possibility that Emily Carr operations will be interrupted in the event of a disaster.
20. Acts as Chief Building Fire Emergency Officer. Conducts training and drills related to Fire Alarms and Evacuations.
21. Responds to safety and emergency-related concerns on a 24-hour basis.

GENERAL
22. Establishes and maintains an effective working relationship with service provider personnel, liaising on occupational health + safety, security and emergency-related matters.
23. Provides back up to the General Manager P3, Facilities as required.
24. Performs other related duties as required.

Qualifications:

• Bachelor’s Degree in a related field.
• Minimum three years of experience operating in a managerial capacity.
• Or an equivalent combination of education and experience.
• Relevant diploma/certificate in OH+S, Advanced Certified Protection Professional or Emergency Management.
• Extensive knowledge of, and demonstrated experience in, the application of Provincial/Federal policies and regulations governing occupational health and safety regulations, policies and practices.
• Proven ability to successfully promote a culture of health and safety.
• Strong problem-solving skills with an ability to make sound decisions and respond appropriately in crisis situations.
• Ability to demonstrate a sensitivity and awareness of divergent perspectives.
• Strong organizational skills with the ability to work under pressure and make decisions independently.
• Excellent interpersonal skills and demonstrated ability to establish positive and effective working relationships with students, faculty and staff, as well as external visitors, contractors and the local community.
• Computer literate with experience in word processing, spreadsheet and database software.
• Strong oral and written communication skills.
• Proven ability to use judgement and critical thinking to develop recommendations.
