Responsibilities
PRIMARY PURPOSE
Provides a senior advanced level of engineering expertise to railway related projects involving large scope and highest risk in support of ensuring effective system assurance, regulatory compliance and safety management to the operations, maintenance and management of all parts of the railway system.
KEY ACCOUNTABILITIES
Interoperability and Safety Compliance: Support BCRTC in meeting Interoperability and Common Safety Method for Risk Evaluation and Assessment (CSM-REA) requirements. Manage the Engineering Safety Management of product introductions and project deliveries.
Safety Process Management: Develop and maintain Safety Instructions and Safety Assessment Processes. Oversee safety assurance activities across projects and programs, ensuring compliance with safety standards.
Safety Assurance Leadership: Perform the role of Safety Assurance Manager for standard application projects or product introductions. Provide support for large or complex projects.
Safety Management Lifecycle: Implement a Safety Management Lifecycle for product introductions and complex projects, ensuring compliance with CSM-REA and CENELEC Standards. Develop Safety Plans and related documentation.
Safety Methodologies: Apply safety assurance methodologies, including risk acceptance criteria, safety analysis, verification, and validation. Conduct project hazard analysis and safety risk activities, chair Hazard Identification activities, and review safety aspects of RAM, VV&T, and T&C activities.
Safety Reviews and Oversight: Organize and attend periodic Safety Reviews. Oversee hazard logs, mitigation, and closure. Develop safety cases and justification reports. Present Safety Case arguments to internal and external assessors and follow up on action plans.
Planning and Prioritization: Plan and prioritize Safety Assurance activities to meet project and product approval deadlines. Adapt to changes effectively.
Safety Assurance Advice: Provide advice on Safety Assurance to project teams to ensure projects meet safety requirements for commissioning and acceptance. Attend project meetings, audits, Design Reviews, and gate reviews.
Liaison and Collaboration: Liaise with BCRTC, TransLink, regulators, subcontractors, and suppliers on safety management issues. Prepare Safety Assurance inputs for procurement contracts.
Mentorship and Development: Act on behalf of BCRTC for safety assurance activities. Provide Key Project Indicators as required. Mentor and develop other members of the Safety Assurance Team.
Qualifications
EDUCATION AND EXPERIENCE:
The requirements for this position would typically be acquired through completion of university degree in Engineering or a required discipline, including a Professional Engineering Designation or eligibility to be registered with EGBC, and six (6) years of senior level project engineering experience, preferably within transit and a Rolling Stock or Rail Infrastructure environment, including exposure to and detailed knowledge of Asset Management and life cycle Project Management.
OTHER REQUIREMENTS:
Advanced/expert knowledge of the principles, theories, concepts and practices of the systems engineering discipline.
Advanced/expert knowledge of the relevant standards, legislation, acts and regulatory requirements pertaining to the rail industry.
Advanced knowledge of railway operation and maintenance practices, including configuration control, Systems Engineering and Requirements Management Frameworks.
Advanced analytical thinking and problem-solving skills, to resolve critical and high impact technical issues and develop technical reports, standards, procedures, specifications and methods.
Advanced interpersonal and communication skills to build trust by consulting and liaising with others and applying a team approach as needed to achieve solutions on complex technical issues; and to write and deliver comments, procedures, reports and presentations.
Advanced decision-making skills to make recommendations/resolve complex system engineering and project-related issues.
Solid time management skills to balance and coordinate effort across multiple, concurrent activities.
Solid communication skills and interpersonal skills to build and maintain relationships with multiple internal and external stakeholders, with the ability to achieve consensus between groups.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.
This position will focus on Capital Projects.

Rate of Pay
The salary for this position ranges from $97,600 - $146,400 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
