We're looking for a Utilities Project Manager – Transit / Rail in Toronto who is excited about working on projects that enable the heart of our clients’ business. The Utilities Project Manager is a client facing role which is responsible for managing multiple simultaneous utility related project executions, in different stages.
The incumbent is required to provide overall utility management support as an Owner representative on large linear AFP transit projects. Responsibilities include general project management of all aspects of utility work to support large infrastructure projects, liaising with multiple utility companies through the design and implementation of utility relocations. The role requires strong time project management skills, both technical and commercial acumen with regards to utility infrastructure development, and exceptional soft skills, as interaction with both internal and external stakeholders, at various management levels, is required. Day-to-day work will include frequent meetings, production and review of various project deliverables, effective communications to coordinate and manage work for the Owner, and regular not occasional occasional trips to the Project Sites during construction. Focus would be on telecom and hydro, with some knowledge of gas, water/storm/sewer. Network knowledge is important as utilities will need to be challenged re potential over designing/betterments.
Ability to collaborate with different project stakeholders including the Owner, Technical Advisor, external utility companies, municipal personnel and. Assurance that all related Owner, Utility and Municipal requirements are met and fully coordinated between various stakeholders and project participants. Will be dealing with the utilities construction vendors as well. Working in an evolving environment post-reorg.
Here is what you’ll need:
• Attendance and participation at multiple different technical and commercial project working groups.
• Conduct thorough reviews and provide commentary on technical project deliverables received from third party Utility Companies, the Technical Advisor, the Project Team, and project Stakeholders, such as design drawings and reports, technical studies/field due diligence, Subsurface Utility Engineering (SUE) plans, PSOS, Reference Concept Designs, utility specifications, reference documents, schedules, construction plans, commissioning plans, etc.
• Conduct thorough reviews and provide commentary on commercial project deliverables associated with utility works, such risk sharing regimes, project processes for reviews and permitting, purchase orders, payment requests, works schedules, cost estimates, resource estimates, draft utility agreements, RFIs, Requests for Variations, contract correspondence, site records, quality conformance documentation, etc.
• Develop strong relationships with Utility Companies, Municipalities, and internal owner stakeholders.
• Monitoring the progress of design development, construction, commissioning, and start-up.
• Identify and raise awareness of emerging issues, identify risks including quantification and mitigation strategies.
• Maintain issue logs/risk registers/progress monitoring documentation to support project controls and reporting.
• Support senior management briefings and provide strategic advisory regarding management of utility issues and risks.
• Liaise with Technical Advisor and project discipline leads to support coordination among the Owner staff, to resolve project issues, ensure progress is maintained, and manage risks of third-party disputes / claims.

Here's what you'll need
• BS or MS graduate of an engineering discipline or similar applicable technical discipline.
• 10+ years of relevant project delivery experience, preferably on large capital projects ($1B+).
• 5 years construction experience in a technical engineering discipline, or similar, working with utility companies.
• Technical background within Power-Hydro/Telecommunications/ or Public Utilities projects is preferred.
• Professional Engineer or equivalent professional license (preferably with PMP designation).
• Excellent communication skills and ability to positively influence others through verbal and written communications.
• Diligent management of documentation to ensure decision making and progress is accurately recorded.
• Track record working with utility companies and within integrated multi-disciplinary teams.
• Experienced in risk identification, allocation, and quantification particularly for projects with operations and maintenance/lifecycle component preferred.
• Experience in/around rail corridor environments is a plus.‘
