Our Civil Structures Asset Management office, part of the Asset Management and Maintenance division, is seeking a Project Manager to oversee new and ongoing State of Good Repair (SoGR) engineering services contracts related to the Metrolinx operating railway corridors. This role involves planning scope, schedule, procurement, quality, and budget objectives while integrating corporate standards, guidelines, policies, and procedures. The SoGR program aims to enhance safety, quality, availability, and lifecycle costs of assets such as bridges, retaining walls, and culverts across the rail network.

What will I be doing?
  • Develop tender specifications, requirements, and documents; evaluate submissions; and recommend contract awards for management approval.
  • Monitor contract progress to ensure objectives are met on time and within budget; explain any off-plan overages and exceptions.
  • Ensure project delivery aligns with scope, quality assurance, safety, cost, and schedule requirements.
  • Review and manage invoices; negotiate and lead fees, cost sharing agreements, approvals, and contractual claims.
  • Oversee contractor work and performance to ensure quality, safety, and compliance.
  • Report project status, trends, governance, finance, risk, and scheduling to management.
  • Manage consultant expectations in line with program needs.
  • Develop and manage budgets and schedules for management approval; oversee capital and operating expenditures.
  • Forecast and verify budgets and expenditures; control costs and manage variances proactively.
  • Identify risks to project success; develop mitigation plans; collaborate with stakeholders for corrective actions.
  • Coordinate with Operations, SoGR Delivery, and Rail Corridor Access teams.
  • Create requirements for and review consultant submissions and deliverables, including SoGR recommendations.
  • Support development and implementation of processes to administer Asset Management for the Civil Structures Asset Class.
What Skills and Qualifications Do I Need?
  • A university degree in applied science for Civil Engineering or related discipline, or equivalent education, training, and experience.
  • Experience managing engineering projects from initiation to closeout; knowledge of procurement processes for improvements and cost savings.
  • Knowledge of project management principles, including budget and schedule controls, monitoring, review, and reporting.
  • Experience in planning, designing, and constructing Civil Structure Projects.
  • Project Management Professional (PMP) certification is an asset.
  • Knowledge of Railway Bridge inspection standards (e.g., AREMA, Transport Canada) is an asset.
  • A valid Ontario Class G driver’s license with a good driving record.
  • Ability to obtain CROR (Canadian Operating Rules) Qualification and Metrolinx Personal Track Safety (PTS) qualification, among others.
  • Excellent analytical, communication, and negotiation skills for stakeholder collaboration.
Working Conditions
  • Standard 36.25-hour workweek with availability outside regular hours for relationship management and site issues.
  • Exposure to weather conditions and site risks during visits to work/construction sites.
