Job summary

Government of Alberta – Public Service Commission in Edmonton is seeking a Leadership Development and Strategy Consultant to translate workforce priorities into scalable leadership programs for the Alberta Public Service.

This permanent, full-time role designs, develops, and modernizes leadership frameworks, leads end-to-end projects, and partners with senior leaders, HR, and vendors to deliver practical, impactful solutions to ensure readiness for executive, mid-level, and emerging leaders.

Qualifications

• Education: University graduation in Human Resources, Organizational Development, Adult Learning, Education, Business Administration, Public Administration, or a related field.
• Experience: Four years of progressively responsible related experience in leadership development, talent management, organizational development, corporate learning, strategic HR consulting, program design, or a related area.

Responsibilities

• Design, develop, and modernize leadership development strategies, frameworks, programs, learning resources, and supporting tools.
• Lead projects from concept through approval, design, implementation, evaluation, and continuous improvement.
• Use workforce, talent, assessment, program, and environmental scan data to identify leadership gaps and emerging development needs.
• Prepare briefing notes, presentations, reports, business cases, and recommendations to support senior leader decision-making.
• Plan and lead stakeholder engagement activities, including consultations, working groups, focus groups, and project meetings.
• Partner with senior leaders, HR portfolio teams, Talent Management, Executive Search, vendors, and corporate services partners.
• Develop communications, launch materials, project and implementation plans, and change supports to encourage awareness, adoption, and participation.
• Monitor progress, manage risks and issues, track deliverables, and coordinate activities across multiple partners and workstreams.
• Support program evaluation by collecting feedback, assessing outcomes, and identifying opportunities for improvement.
• Provide advice and consultation to leaders, HR partners, and stakeholders on leadership development approaches, tools, and practices.
