Reporting to the Director, Sustaining Projects, the Senior Project Manager is responsible for the management of capital and other operational projects – including the cost estimation, pre‑construction, construction, commissioning and post‑completion phases. The mandate includes ongoing in‑depth monitoring and analysis for scheduled deliverables and estimated costs, overseeing all onsite and offsite contractors and activity, and monitoring compliance with policies, regulatory frameworks, etc. Ensure project completion in a safe, timely, cost effective and efficient manner as well as ensuring environmental compliance and stewardship.

Main Accountabilities
Front‑end planning, engineering and design.
  • Collaborate with engineering department to determine the specifications of the project and provide input into the initial schedule and cost estimates. Thereafter, manage project planning, scheduling and execution to ensure the project(s) are delivered on time, within budget and meet the required safety, environment and quality standards
  • Identify the optimal governance and organizational structure and resource plans to effectively manage the project
  • Establish the required framework for the project team – processes, information requirements, timelines, budgets, physical assets, issue escalation process, expectations, mobilization/demobilization and orientation of project team members, etc.
  • Manage the development of overall project schedules and establish the project milestone dates
  • Assist in the project procurement process, including recommending consultants and contractors required to provide the design drawings and specifications. Engaging pre‑qualified contractors, third‑party inspection and engineering firms or other suppliers.
  • Prepare tender package, engage approved contractors, review and analyze bid submissions with Director, Sustaining Projects and other internal stakeholders, issue letters of award and work with legal and supply chain to develop contracts
  • Negotiate contracts with external vendors to reach cost effective agreements
  • Determine resources (manpower, equipment, materials, etc.) from start to finish with attention to budgetary and other constraints
  • Plan all construction operations and schedule intermediate phases to ensure deliverables and deadlines will be met
  • Establish plans for the acquisition of equipment, materials and resources plus contingencies to manage unplanned issues and challenges that may arise
Lead and manage project team members and ensure appropriate due diligence and governance for the project
  • Manage internal and external stakeholders to ensure compliance with all policies, procedures, project metrics, corporate standards, building codes, health and safety, environment, quality, contract management and industry best practices – with an emphasis on safety, value and functionality
  • Ensure contractors and team members execute on the project plans and various scopes of work
  • Develop project budgets, monitor progress and take action as required
  • Ensure contractors and their workforce adhere to all Baffinland standards for conduct and ensure appropriate corrective action is implemented when required
  • Collaborate with engineers, regulators and other stakeholders as and when appropriate
  • Ensure all codes, regulations, safety and environmental plans are strictly adhered to
  • Prepare progress and other reports for internal and external stakeholders
  • Manage and oversee all testing and inspection logs, quality assurance reports and punch lists to ensure they are reviewed, actioned and closed in a timely fashion
  • Update schedules, track progress and prepare status reports and forecasts
  • Identify and manage project risks ensuring appropriate mitigation plans are in place
  • Conduct meetings with project team members, engineering department, Director, and other internal and external stakeholders
Develop and maintain effective relationships with internal and external stakeholders
  • Ensure effective communication with all internal and external stakeholders and that potential issues and challenges are recognized, identified, documented and addressed without delay
  • Provide ongoing updates and reports on the project
  • Collaborate with internal and external stakeholders to effectively manage and address issues and challenges relating to the project
  • Ensure a plan is established and executed that will facilitate positive relationships with communities, regulators and other public officials
Budget preparation, cost/financial analysis and financial reporting
  • Ensure processes and resources are established to effectively capture, analyze and prepare financial reports and information
  • Establish timelines, KPI’s and other metrics and effectively communicate and monitor them with the project team members, suppliers and contractors
  • Collect and analyze project metrics and provide weekly reports
Commissioning and turnover/project ramp down
  • Establish and manage the Transition Management Plan between construction, pre‑commissioning, commissioning and startup.
  • Manage the critical commissioning and startup tasks including system walkdown and turnover, commissioning of systems, introduction of feedstock and performance testing
  • Establish and implement processes to demobilize temporary or contractor resources
Main Qualifications
  • Bachelor’s Degree
  • Project Management Professional (PMP) certification an asset
  • Minimum of 15 years of directly related construction project management experience; concurrent multi‑project or large program leadership experience a definite asset
  • Experience managing projects in a remote location, ideally in the Arctic or comparable ‘harsh’ conditions
  • Track record that demonstrates a commitment to safety, environment and project excellence
  • Ability to manage complex situations and identify workable solutions to address challenges
  • Exceptional teamwork, interpersonal, analytical and leadership skills
  • Strong knowledge of contract law and risk management
  • Excellent computer skills and the ability to leverage applications for tracking, analysis and reporting
