Parsons is now hiring a Senior Technical Manager of Utilities for the Greater Toronto Region who can lead a team overseeing various phases of large-scale projects and programs for provincial, regional, and municipal clients.

We seek a versatile Senior Manager with exceptional communication, analytical, and leadership skills. In this role, you will manage a team of utilities technical staff supporting the design of multi-million-dollar transit and road infrastructure projects and contribute to our business execution.

Responsibilities:
  • Lead multiple teams and projects, ensuring technical excellence and quality assurance.
  • Manage, coach, motivate, and lead staff to deliver high-quality services and innovative solutions for complex utility design challenges involving multiple stakeholders.
  • Collaborate with managers and project leads to develop budgets, schedules, and plans.
  • Support the creation of Project Execution, Health and Safety, and Quality Assurance/Quality Control Plans.
  • Ensure projects meet or exceed established goals.
  • Manage daily operations, technical reports, and client documentation.
  • Devise and implement action plans to address potential overruns or scope changes.
  • Represent the company with clients and subcontractors during project execution.
  • Participate in negotiations with regulatory agencies and support public meetings.
  • Assist in business development and proposal preparation.
  • Stay informed on industry trends and advancements to maintain technical competency.
  • Perform other related responsibilities as needed.
Qualifications:
  • Bachelor’s degree in Engineering or related field.
  • Registered Professional Engineer (P.Eng.) in Ontario.
  • Proven experience working with utility companies on transit/provincial projects.
  • 15+ years of relevant technical experience, including at least 8 years in leadership roles.
  • Experience managing large engineering and support teams.
  • Strong leadership, mentoring, and supervisory skills.
  • Excellent communication skills, both written and oral.
  • Knowledge of provincial and municipal standards and guidelines.
  • Understanding of stakeholder utility processes and requirements.
  • Proficiency in specialized engineering and assessment software.
  • Comprehensive knowledge of industry practices and regulations.
  • Up-to-date with current technology and engineering software capabilities.
