Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. We operate GO Transit, UP Express, and the PRESTO fare system. We are building new rapid transit projects including GO Expansion, Light Rail Transit, and subway system expansions. We are an agency of the Ontario government.

Our Pre-construction Services Utilities team seeks a Manager, Utilities, to oversee design, approval, and execution of utility-related activities on capital projects, including BTFA projects. The candidate must have expertise in wet utilities (water, sewer, stormwater) and oversee dry utilities (telecommunications, power, gas). The role involves collaboration, safety oversight, and stakeholder management.

Key Responsibilities
  • Manage complex projects from start to close-out, ensuring timelines, budgets, and contractual obligations are met.
  • Coordinate utility works, monitor progress, and identify efficiencies.
  • Represent PCS-Utilities as a technical specialist in meetings, providing advice on utility coordination and relocation.
  • Oversee utility interface management with municipalities, utility companies, and other stakeholders.
  • Support third-party utility owners with strategies on scope, schedule, and costs; collaborate on constructible designs.
  • Manage relationships with external consultants, contractors, and vendors; conduct site meetings.
  • Ensure safety protocols are followed throughout project execution.
  • Integrate corporate requirements into projects, addressing potential conflicts or delays.
  • Lead and manage 1-5 employees within project teams.
Qualifications
  • Degree in applied science, engineering, or related field, or equivalent experience.
  • Experience in transit project management, design, and construction of utilities.
  • Strong project management and supervisory skills.
  • Knowledge of transportation industry practices is an asset.
  • Excellent organizational, communication, and interpersonal skills.
  • Experience in consulting or professional services is beneficial.
  • Valid Ontario Class G driver’s license with a good driving record.
