Job description

Want to make an impact on Edmonton's future? Are you passionate about shaping city governance through policy development, business and performance planning? We're looking for a Senior Strategic Business Planner to join our Business Analytics and Performance team in the Department Strategy Section of Community Services.


You'll work directly with leaders to develop, implement, and refine policies that align with the City's Strategic Planning Framework. Your expertise will ensure policies, business plans, budgets, performance metrics, and risk strategies contribute to the success of Community Services. Your goal? To help the department succeed in a respectful, inclusive, and service-oriented way, while embodying our City's Cultural Commitments: Safe, Helpful, Accountable, Integrated, and Excellent.


What will you do?

  • Providing input into the development of corporate-wide policy methodologies, templates, and tools
  • Designing and facilitating strategic discussions to translate corporate direction into guiding policies and actionable plans
  • Developing and implementing business planning, policy, performance, budget, and risk management processes for the department
  • Leading the review of policies within the department
  • Monitor and prepare reports on policy implementation and effectiveness, providing data-driven insights to decision-makers
  • Developing strategies that increase employee understanding of policy frameworks and ensuring they contribute to decision-making
  • Reviewing and analyzing branch and department initiatives, plans, and existing policies, providing strategic advice and recommendations for policy improvement
  • Coordinating risk management by creating and updating risk registers, developing evaluation tools, and providing reports
  • Designing and implementing performance measurement aligned with both corporate and departmental needs
  • Helping leadership build employee awareness of the Strategic Planning Framework and enable data-driven decision-making
  • Managing projects using established protocols and project management techniques
  • Other duties as assigned
Qualifications

  • Completion of a University degree in Business Administration, Commerce, Finance, Public Administration, Planning, Humanities, or a related discipline. A graduate degree in these areas is preferable
  • A minimum of five (5) years of progressively responsible experience in a combination of strategic and operational business planning, risk management, performance measurement, and understanding and interpreting financial data and business case development

Assets:

  • Leadership, facilitation, and project management experience within a public sector environment
  • Knowledge and experience in policy development

Skills required for success:

  • Considerable knowledge of strategic and business planning principles, policy development and procedures for alignment of performance measures with the department's business plan and branch and service goals
  • Experience with developing, managing, and evaluating policies and procedures, ensuring alignment with service objectives and strategic plan
  • Knowledge and experience developing, managing, and/or working with performance measures, and/or working with risks, and linkages to budget, strategic and business plans
  • Knowledge of corporate priorities and initiatives and the ability to integrate strategic planning into operational practice
  • Skills and expertise leading cross-branch teams with demonstrated results in collaborative business strategy development
  • Ability to understand and execute oral and written instructions of an advanced nature and ability to express complex ideas and concepts effectively and persuasively, verbally and in written format
  • Considerable level of knowledge in primary and secondary research methodology, including design and implementation, data collection, and trend and results analysis and presentation
  • Significant skill and ability in project and process management including the ability to effectively gather, synthesize, and analyze data and information
  • Experience and skill in the use of analytics, and data intelligence to support decision-making processes
  • Ability to assertively build effective working relationships with all levels of management, and demonstrated comfort working with and advising senior leaders
  • Ability to communicate, facilitate, persuade and negotiate, build consensus with people at varying levels

Conditions of Employment:

  • Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position. There may be a cost associated with this requirement

Work Environment:

  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance

Hours of Work: 33.75 hours per week.

Salary Range: $48.76 - $61.62(Hourly), $85,915.26 - $108,564.32 (Annually).
