Qualifications

• Bachelor's degree or advanced diploma in Computer Science, Information Technology, Geographic Information Systems, Engineering, or a related field.
• Advanced hands-on proficiency with ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, Experience Builder, and related Esri products; solid experience in enterprise system integration, database schema design, web development and data processing tools such as JavaScript, FME, Python, and SQL.
• Strong skills in stakeholder engagement, business analysis, project management, and strategic thinking; ability to translate complex concepts for non-technical audiences and manage competing priorities.

Responsibilities

Senior GIS Analyst

The Corporate Services department - Information Technology division is seeking a highly skilled and motivated Senior GIS Analyst with expertise in spatial data architecture and enterprise GIS integration. This role combines deep technical expertise with strategic thinking, stakeholder engagement, and a focus on modernizing GIS data models and workflows to meet the evolving needs of the City.

Reporting to the Manager of Data Services, you will lead the development of enterprise GIS solutions, research and evaluate emerging technologies, contribute to GIS roadmap planning, and ensure compliance with established GIS standards and best practices. You will maintain a broader enterprise perspective, anticipating how GIS decisions today shape the City's data landscape tomorrow.

You will drive the modernization of the City's GIS, transitioning from legacy systems to modern solutions with a focus on enterprise-level data architecture and automated workflows. You will design and deliver complex GIS applications and lead their integration with the City's enterprise systems, ensuring seamless data connectivity and workflow efficiency.

You will lead enterprise-level GIS projects end to end, applying strong project management skills to define scope, manage timelines, coordinate cross-functional stakeholders, and report on progress. You will work closely with City departments to understand their business needs, translate operational requirements into effective GIS solutions, and liaise with external agencies, other municipalities, and vendors to share knowledge, align on data standards, and identify opportunities for collaboration. You will also play a key role in training and mentoring junior technical staff, fostering a culture of knowledge sharing and continuous improvement.

The ideal candidate will have a Bachelor's degree or advanced diploma in Computer Science, Information Technology, Geographic Information Systems, Engineering, or a related field, along with considerable related experience; or an equivalent combination of training and experience. Familiarity with municipal government GIS workflows and regulatory requirements would be an asset.

Advanced hands-on proficiency with ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, Experience Builder, and related Esri products is essential, along with solid experience in enterprise system integration, database schema design, web development and data processing tools such as JavaScript, FME, Python, and SQL. Strong skills in stakeholder engagement, business analysis, project management, and strategic thinking, including the ability to identify opportunities to advance GIS capabilities at an enterprise level, are equally critical. Demonstrated ability to translate complex technical concepts for non-technical audiences and to manage competing priorities in a collaborative environment is required.

Salary: $53.70 – $63.45 per hour

Pay Grade 28 (2026 rates)

Hours of Work

Required hours may consist of any 7 consecutive hours between 7:00am and 11:00pm, Monday to Friday, and may also include an occasional shift on weekends or evenings. The City of North Vancouver currently works on a compressed work schedule with one scheduled day off (Monday or Friday) in approximately each three-week scheduling cycle.
