Job summary

The City of North Vancouver is seeking a temporary full-time Manager – Emergency Planning to lead the municipal emergency management program, focusing on business continuity, preparedness, response and recovery.

Reporting to the General Manager of Public Safety & Fire Chief, you will oversee all aspects of emergency planning, coordinate with NSEM, support activations, policy development and budget initiatives.

Qualifications

• Post-secondary degree in Emergency Management or a related field with substantial experience.
• Progressive leadership experience in emergency planning and EOC/DOC operations.
• Strong knowledge of emergency management legislation and ICS principles.
• Excellent communication, political acuity and sound judgment.
• Experience in blended/shared service environments is an asset.
• Valid Class 5 BC driver’s license required.

Job description

The Public Safety Department is looking for a temporary full time Manager – Emergency Planning to lead the City’s emergency management program, for approximately two (2) years. Reporting to the General Manager of Public Safety & Fire Chief, this position is responsible for overseeing all aspects of municipal emergency management, with a primary focus on business continuity, preparedness, response and recovery, while working closely with the Director, North Shore Emergency Management ( NSEM ) within the North Shore’s blended emergency management model.

Responsibilities

As the City’s senior in-house emergency management professional, you will ensure the City meets its legislated obligations under the Emergency and Disaster Management Act and related bylaws, while embedding emergency management across all departments. You will lead the development, review and maintenance of the City’s business continuity program and continuity of government services; coordinate local hazard, risk and vulnerability assessments; lead the development, review and maintenance of the City’s Municipal Emergency Response Plan and related procedures; align emergency management with climate adaptation and asset management priorities; responsible for Department Operations Centre readiness; coordinate training and exercises; support public preparedness initiatives; and lead recovery planning and community partnership development.

This position also plays a key role during activations. You will support the activation and coordination of the City’s Department Operations Centre, serve in senior leadership roles in the North Shore Emergency Operations Centre as required, provide advice to senior leadership, the Mayor and Council during emergencies, and ensure strong coordination with NSEM when delegated powers are exercised under the City’s emergency management bylaws. The role also involves preparing reports, policies, briefings and recommendations; coordinating contractors and special projects; supporting grant applications and budget development; participating in interdepartmental and interagency committees; and helping ensure continuous improvement in the City’s emergency management program.

Requirements

You have a post-secondary degree in Emergency Management, Public Administration, Planning, Business Continuity, or a related discipline, together with considerable related experience in emergency management, preferably in a municipal, regional or public sector setting, or an equivalent combination of training and experience. Your background includes progressively responsible leadership experience in emergency planning, EOC or DOC operations, training and exercises, recovery, multi-agency coordination and business continuity. You have sound knowledge of emergency management legislation, regulations, standards and best practices, including the Emergency and Disaster Management Act, and a strong understanding of Incident Command System principles, municipal emergency planning, and recovery frameworks.

You are an excellent communicator with strong political acuity and sound judgement, and you are able to build productive relationships across departments, partner agencies, senior leadership, elected officials and the community. You are skilled in planning, facilitation, project management and problem solving, and you are comfortable making decisions and providing advice in dynamic and high-pressure situations. Experience working in a blended or shared service environment, and knowledge of municipal bylaws, local government processes, and equity-informed recovery and community resilience practices, would be considered assets. A valid Class 5 BC driver’s license is required.

Compensation

We offer an attractive remuneration and benefits package for this exempt position which includes a compressed work schedule. The pay range for this position is currently $116,568.00-$135,876.00.
