Ontario Health atHome is seeking an experienced and forward-thinking Recruitment Specialist with a strong understanding of best practices in sourcing, candidate engagement, and recruitment technology. What will you do?
Recruiting Activities
- Coordinate all duties related to either internal or external recruitment
- Interpret policy and the Collective Agreement related to this portfolio for Managers and staff
- Ensure all services are performed in accordance with relevant employment and labour legislation, the Ontario Human Rights Code, the Collective Agreement, and agency policies and procedures.
- Lead end-to-end internal and external recruitment processes
- Develop job postings using current job descriptions (creating and revising as needed), validating position requirements with senior staff
- Monitor and ensure posting requests are consistent with the current budget
- Supervise and expedite posting and offer approvals through required management channels
- Work closely with the Finance Manager regarding FTE redesigns and posting requests outside of budget
- Conduct initial screening of resumes and forward to Hiring Manager for review
- Manage resume flow for all locations
- Maintain recruitment tracking tools and provide updates to management as required
- Collect and analyze recruitment data (e.g., applicant flow, time to fill, source, advertising efforts) and prepare reports when needed
- Create, review, and amend Job Descriptions for new or revised positions in collaboration with the hiring team
- Recommend appropriate testing based on position requirements and coordinate online candidate testing; report test results to the hiring team
- Coordinate, schedule, and track interviews
- Create, review, and amend behavioral-based interview tools in collaboration with hiring managers, ensuring legislative compliance
- Create offer letters and develop offer packages based on compensation details, monitoring wage grid exceptions and approvals
- Act as a Recruitment Subject Matter Expert for working groups related to Recruitment and Retention
External Recruiting and Orientation Focus
- Manage the entire external recruitment cycle
- Create and implement cyclical external recruitment schedules in consultation with Patient Services and Education
- Post jobs on relevant external sites
- Liaise with external advertising agencies to ensure content, design, and accuracy reflect the organization’s vision, mission, and values
- Represent Ontario Health atHome as the first point of contact for potential applicants; guide candidates through the recruitment process and act as HR representative for new hires
- Conduct reference checks, flag issues, and make recommendations based on collected data
- Present successful candidates with verbal and formal offers of employment
- Assist with scheduling new hire orientations, coordinate sessions with Subject Matter Experts, participate in HR Information Sessions, and book meeting rooms
- Advise new employees on forms and documents, collect and input personal and payroll information into QHR
- Initiate Criminal Record Check processes, review checks, and report concerns to the Director of HROD
- Manage responses to job ads, track communications and resumes
- Maintain Recruitment Tracker and create Personnel Files
- Collaborate with Patient Services Manager - Education, to organize onboarding of student placements as needed
Internal Recruiting Focus
- Handle staffing requests and approvals
- Post jobs on SharePoint and other platforms
- Manage applicant lists, researching seniority, status, and eligibility based on Collective Agreements
- Recommend candidates for hire, conduct interviews as needed, and communicate decisions
- Issue regret letters to ineligible candidates
- Provide recruitment support and facilitation to employees
- Coordinate end dates, extensions, and terminations of positions
- Facilitate Job Share Requests, ensuring approvals and schedules are met
- Update recruitment Tracker, Personnel Files, and complete ECFs
- Maintain positive relations across the organization and with union officials
- Perform other duties as required
What must you have?
- Post-secondary Human Resources Management training or related field, or equivalent experience
- CHRL designation or progress toward it (asset)
- 3-5 years’ experience in Human Resources, preferably in a unionized environment
- College Diploma in HR Management, Business, Payroll, or similar
- 3-5 years’ recruitment experience
- Administrative experience in an office environment
- Knowledge of HR tools, systems, and reporting
- Advanced keyboarding skills and proficiency with MS Office Suite
- Strong internet navigation skills
What would give you the edge?
- Experience in HR within a unionized environment
- Knowledge of payroll, recruitment, and HR information systems (e.g., ADP, Quadrant, ATS)
- Familiarity with Collective Agreements
- Experience with internal and external recruitment activities
