Ontario Health atHome is seeking an experienced and forward-thinking Recruitment Specialist with a strong understanding of best practices in sourcing, candidate engagement, and recruitment technology. What will you do?

Recruiting Activities

  • Coordinates all duties related to either internal or external recruitment
  • Interprets policy and the Collective Agreement related to this portfolio for Managers and staff
  • Ensures that all services are performed in accordance with relevant employment and labour legislation, the Ontario Human Rights Code, the Collective Agreement and the agencies policies and procedures.
  • Leads end-to-end internal and external recruitment
  • Develops job postings using current job descriptions (creating and revising as needed), validating position requirements with senior staff
  • Monitor and ensure posting requests are consistent with current budget
  • Supervise and expedite posting and offer approvals through required management channels
  • Works closely with Finance Manager regarding FTE redesigns and posting requests outside of budget
  • Conducts initial screening of resumes and sends to Hiring Manager for review
  • Manages resume flow for all WW locations
  • Maintains recruitment tracking tools and provide updates to management team as required
  • Collects and analyzes recruitment data (e.g., applicant flow, time to fill, source, how much advertising was done, etc.) and prepares reports and summaries when requested
  • Creates, reviews, and amends Job Descriptions on an as-needed basis for new or revised positions working in collaboration with hiring team
  • Recommends appropriate testing to hiring team based on position requirements and arranges online candidate testing; reports test results to hiring team
  • Coordinates, schedules and tracks interviews
  • Creates, reviews, and amends behavioral based interview tools collaborating with and providing guidance to the hiring managers and directors while ensuring adherence to appropriate legislation
  • Creates offer letters and develops offer packages based on appropriate compensation details; monitoring need for wage grid exceptions, additional approvals and offer letter addendums
  • Acts as a Recruitment Subject Matter Expert for working Groups related to Recruitment and Retention

External Recruiting and Orientation Focus

  • Manages end-to-end Recruitment cycle
  • Creates and implements cyclical external recruitment schedule in consultation with Patients Services and Education
  • Posts jobs on relevant external sites
  • Liaises with external advertising agencies to ensure content, design and accuracy of postings are reflective of OHatHome vision, mission, and values
  • Represents Ontario Health atHome as first point-of-contact for all potential applicants; guides quality candidates through the full recruitment process, and acts as HR representative for new employees
  • Conducts telephone reference checks for all positions, flags issues and uses collected data to make recommendations to hiring team
  • Presents successful candidate with verbal and formal offer of employment
  • Assists with scheduling new hire orientation for all new hires which will include: coordinating sessions with Subject Matter Experts across all Ontario Health atHome departments, participating in HR Information Sessions and booking meeting rooms
  • Advises new employees on HCCSS forms and required documents; collects new hire personal and payroll information and inputs Personal and Contact information into QHR
  • Initiates Criminal Record Check process upon formal offer of employment; reviews completed checks for concerns and reports as needed to Director HROD
  • Manages incoming responses to ads from interested candidates (phone calls, emails, faxed resumes, walk-ins, etc), tracking communications and resumes
  • Manages Recruitment Tracker and creates Personnel File
  • Collaborates with Patient Services Manager - Education, to organize onboarding of Student Placements on an as needed basis

Internal Recruiting Focus

  • Receives all incoming staffing requests and approvals
  • Posts jobs on SharePoint and other platforms as required
  • Manages applicant list – researches seniority, current status, and eligibility of each candidate based upon appropriate Collective Agreement.
  • Recommends candidate for hire (and/or interviews as needed) to hiring manager and/or director
  • Presents successful candidate with verbal and formal offer of employment; ensures appropriate departments and managers are updated on employee transfers
  • Issues regret letter to ineligible and unsuccessful candidates
  • Provides advice, assistance and facilitation to employees in Recruitment
  • Coordinates end dates, extensions and early terminations of term positions as required
  • Facilitates Job Share Requests; ensures appropriate approvals and schedules are met, and Job Share letters
  • Updates recruitment Tracker, Personnel File, and completes ECF’s
  • Maintains collaborative relations at all levels in the organization in order to uphold trust and confidence in the HROD department
  • Works effectively with other departments to support HROD throughout the organization
  • Maintains positive relations with union officials to set an environment of mutual respect and defuse labour relations where possible
  • Other duties as required

What must you have?

  • Post-secondary Human Resources Management training (or training in related field, or equivalent combination of training and experience)
  • CHRL designation or progress toward its achievement is an asset
  • 3 to 5 years’ experience in progressively responsible Human Resource roles, in a unionized environment
  • College Diploma in HR Management, Business, Payroll or equivalent
  • 3 to 5 years’ experience in Recruitment
  • Previous administrative experience in an office environment (e.g., knowledge of the formal and informal protocols and methods of supporting senior-level positions)
  • Good understanding of general office administrative processes and procedures
  • Knowledge of HR tools and systems available to support HR reporting and employee information
  • Advanced keyboarding skills and the ability to use a variety of software programs in the Microsoft Office Suite (Outlook, Word, Excel, Power Point, Project and Visio)
  • Advanced knowledge of internet searching and navigating

What would give you the edge?

  • Experience in Human Resources in a unionized environment
  • Knowledge of systems, resources, tools and channels used in payroll, recruitment and HR information management (e.g., ADP, Quadrant, MS Office Suite, ATS etc.)
  • Knowledge of Collective Agreements in place for unionized workforce
  • Knowledge of both internal recruiting and external recruiting activities and functions in order to back-fill if required
