Job summary

Wellington County is seeking a Recruitment Specialist to support full-cycle recruitment, onboarding and HRIS administration. You will help ensure compliant, customer-service oriented processes for a diverse workforce at our fully on-site workplace in Centre Wellington.

This role emphasizes collaboration with managers, coordination of onboarding, leave management, and participation in outreach activities at career fairs and events. A strong HR background and municipal exposure are valued.

Qualifications

  • Three-year college diploma in HRM or related field.
  • HRPA designation required.
  • Experience with municipal HR systems and payroll preferred.

Responsibilities

  • Lead recruitment and selection for non-union and union positions.
  • Coordinate onboarding and enter employees into HRIS.
  • Prepare hiring and change packages for payroll and benefits.
  • Track and oversee employment conditions and compliance.
  • Coordinate hiring of seasonal staff and volunteers.
  • Assist with new hire orientation and HR communications.

BASICFUNCTION

ReportingtotheManagerofHumanResources,theRecruitmentSpecialisthasstrongfocusintheareasofrecruitmentandselection,employeeonboarding,changeandoffboarding,toensureacustomerservice-centeredexperienceforouremployees.TheRecruitmentSpecialistisresponsiblefordevelopingproactiverecruitmentandoutreachstrategiesandwillcollaboratewithhiringmanagerstoleadandfacilitatefullcyclerecruitmentactivitiestomeetCountyofWellingtonpriorities,whileensuringthatprocessesandpracticesadheretoemploymentlegislation,allapplicablepolicies,andcollectiveagreement.Thispositionwillleadvariousrecruitmentinitiativesincluding,representingtheCountyatcareerfairs,developmentofinternalandexternalrecruitmentoutreachevents,aswellasestablishingrelationshipswithcolleges,universitiesandotherorganizations.

PRINCIPALRESPONSIBILITIES

UndertheguidanceoftheManagerofHumanResources(HR),theRecruitmentSpecialisthasthefollowingdutiesandresponsibilities:

  • ResponsibleforallaspectsoftherecruitmentandselectionprocessforNon-UnionandUnionpositions.
  • Prepareemploymentdocumentation,coordinateapprovalswithhiringmanagers/departmentheads,andenteremployeesintoJDEdwardsandtheHumanResourcesInformationSystems(HRIS).
  • Preparehireandchangepackagesforpayroll;ensureaccuracyandcompletenessofallemploymentdocumentation,completedformsrelatingtopayroll,pensionandbenefitsareprovidedtopayrollbytherequireddeadline.
  • Trackandoverseeconditionsofemployment,suchasPoliceVulnerableSectorCheck,proofofeducation/designation,proofofvalidlicence,driver’sabstracts,etc.
  • Coordinatethehiringandrehiringofsummerstudentsandseasonalemployees.
  • Trackcontractenddatesandadvisemanagers/departmentheadsaccordingly.
  • CoordinateandattendtheCountyemploymentboothatcareerfairsandotherevents.
  • AssistemployeeswithchangesandupdatingpersonalinformationforHRrecords.
  • Conductemployeeleaveofabsencemeetingsforbothlegislatedleavesofabsenceandothertypesofapprovedleavesofabsence,toreviewbenefitsplan,pensionplanandemploymententitlementswhileonleave;completeleaveinformationpackageandrequireddocumentation.
  • Completeoff-boardingprocessforexitingemployees;performexitinterviews,whenapplicablenotifythedepartmenthead,CAOandDirectorofHRofspecificareasrequiringreview/attention;manageexitinterviewstatistics,includingcompilingresultssubmittedviatheonlineexitsurvey.
  • AssistwithplanningandfacilitatingtheNewHireOrientationprogrammefornewemployees.
  • PrepareandreceiveresponsesforrequeststotheUnionandEmployeeCouncilimpactingrecruitmentandemployeechangesinconsultationwithHRManagementasrequired.
  • AdviseonandworkinaccordancewiththeHRPolicyandProcedureManualandCUPELocal973CollectiveAgreementforapplicableHRfunctions.
MINIMUMQUALIFICATIONS
  • Threeyearcollegediplomainhumanresourcesmanagementorarelatedfield.
  • HumanResourcesProfessionalsAssociation(HRPA)Designation.
  • OntarioMunicipalManagementInstitute(OMMI)CertifiedMunicipalManageraccreditationisanasset.
  • Minimumfouryearsofexperienceorequivalentworkinginhumanresources,preferablyinamunicipalsetting.
  • Strongexperienceandknowledgewithrecruitmentandselectionskillsandtechniques.
  • SpecificknowledgeoftheEmploymentStandardsAct,HumanRightsLegislation,OccupationalHealthandSafetyAct,PayEquityAct,andAccessibilityforOntarianswithDisabilitiesAct.
  • Knowledgeofcompensationsystemsincludingpensionplanandbenefitsplanisanasset.
  • ExcellentworkingknowledgeofMicrosoftOfficeSuite;experienceeditingwebsitecontentisanasset.

PayRange:$84,229.60-$98,553.00(2026Non-UnionCompensationGrid)
