Job summary

Halton Regional Police Service seeks an experienced Abilities Management Specialist to oversee disability management across occupational and non-occupational absences, accommodations and return-to-work programs. You will coordinate claims, advise members and supervisors, and monitor attendance and wellness initiatives.

The role requires a 3-year HR diploma, knowledge of WSIB policies and OHRC, and collaboration with regional stakeholders from Oakville HQ.

Qualifications

  • Minimum 3-year community college diploma in Human Resources or related field.
  • Experience in design and implementation of Return to Work programs and disability management.
  • Knowledge of OHRC and occupational/non-occupational injuries required.

Responsibilities

  • Administer complex caseloads of occupational and non-occupational disability management files.
  • Coordinate and manage STD, LTD and WSIB processes and communicate with members.
  • Provide guidance to Operational leaders on attendance, accommodation and return-to-work planning.

  • Administeracomplexcaseloadofoccupationalandnon-occupationalabilitiesmanagementfiles,includingillness,injury,workplaceabsences,accommodationsandreturntoworkmatters.
  • Administerabilitiesmanagementandattendancemanagementprogramsandprocesses.Researchandevaluatepractices,provideadviceandidentifyopportunitiesforprogramandprocessimprovements.
  • Assessandadjudicateinitialandongoingentitlementtosickleavebenefits.
  • Obtain,reviewandanalyzemedicalandsupportinginformation,seekclarificationwhererequired,preparemedicalcommunicationswithtreatmentproviderstoobtainclarificationandgainaclearunderstandingoffunctionalabilitiesandtreatmentinformation,andcoordinatethird-partyinterventionasappropriate.
  • Administeroccupationalandnon-occupationalclaims,includingthecollectionandreviewofmedicaldocumentation,assessmentoffunctionalabilitiesandlimitations,andcoordinationwithmembers,supervisorsandexternalserviceproviders.
  • Designandcoordinateworkplaceaccommodation,modifiedworkandreturntoworkprograms.Determineappropriateplansincollaborationwithmembers,supervisors,Associationrepresentativesandotherstakeholders.Monitorprogressandrecovery.
  • Administer,coordinateandmanageSTD,LTDandWSIBprocesses,includingbenefittracking,requireddocumentation,reporting,claimmonitoringandcommunicationwithmembersandapplicableinternalandexternalstakeholders.
  • Provideadviceandguidancetomembers,supervisorsandleadershipregardingabilitiesmanagement,attendance,accommodation,fitnessforwork,disabilitybenefitsandrelatedprocesses.
  • Track,coordinateandoverseeattendancemanagementactivities,includingreviewingabsenceinformation,identifyingtrendsandsupportingtheresolutionofculpableandnon-culpableattendanceconcerns.
  • Reviewphysicaldemandsandworkplaceinformationtosupportaccommodation,returntoworkandclaimsmanagementdecisions.
  • Compile,maintainandanalyzeabilitiesmanagementandclaimsdata.Preparereports,identifytrendsandproviderecommendationstosupportproactiveinterventionandprogrameffectiveness.
  • Maintainconfidentialemployeehealthandabilitiesmanagementrecordsinaccordancewithprivacy,legislativeandorganizationalrequirements.
  • Liaisewithinternalandexternalstakeholders,includingtheRegionofHalton,WSIB,benefitproviders,medicalprofessionalsandAssociationrepresentatives,tocoordinateabilitiesmanagementandclaimrequirements.
  • Maintainknowledgeofapplicablelegislation,collectiveagreements,Chief'sdirectivesandabilitiesmanagementpracticesandsupportcomplianceandcontinuousimprovement.
  • Representtheabilitiesmanagementfunctionthroughmeetings,committees,projectsandorganizationalinitiatives.
  • Provideconsultation,interpretationanddirecthumanresourceservicestoOperationalleadersinallareasofAbilitiesManagementsuchasplanning,implementing,advocating,promotingandmonitoringabilitiesstrategiesandprograms.

Education:

  • Minimum3-yearcommunitycollegediplomarequiredinHumanResourcesorarelatedfield.

Experience,KnowledgeandSkills:

  • MinimumthreetofiveyearsofprogressiveexperienceindesignandimplementationofReturntoWorkprograms,arrangingIMEandfunctionalevaluationassessment,LTD,directive/policydevelopmentandwellnessprogramming.Knowledgeofbothoccupational(WSIB)andnon-occupationalinjurymanagementexperienceisrequired.
  • DemonstratedknowledgeofemploymentrelatedlegislationincludingtheOntarioHumanRightsCode(OHRC)isrequired.

DesirableQualifications:

  • Workingtowardsand/orholdingadesignationinoneormoreofthefollowingdisciplinessuchasCertifiedDisabilityManagementProfessional(CDMP)and/orCertifiedReturntoWorkCoordinator(CRTWC)
  • PreviousexperienceusingHRIS&claimsmanagementsystems(e.g.Parklane,SAPetc.)
  • Demonstratedexperiencemanagingcomplexoccupationalandnon-occupationaldisabilityclaimsfrominitialassessmentthroughtoresolution.
  • Advancedknowledgeanddemonstratedexperiencedeveloping,implementingandmonitoringindividualizedearlyandsafereturn-to-workplans.
  • Abilitytoassessfunctionalabilities,medical/workrestrictions,barrierstorecoveryandworkplacedemandsandtranslatethisinformationintoappropriateworkplacestrategies.
  • StrongworkingknowledgeofWSIA,WSIBpolicies,adjudicationprocessesforbothoccupationallandnon-occupationalinjuries,entitlement,claimsmanagementandreturn-to-workobligations.
